Committee Chair Valentine called the meeting to order at 8:30 a.m.

Approval of Minutes

    MOTION:
Sen. Davis moved to approve the minutes of February 2, 2010.

    The motion passed unanimously with Sen. Valentine and Sen. Mayne absent for the vote.

Chair Valentine announced that, at the request of the sponsor S.B. 75 Construction Trades License Amendments (D.C. Buttars) would not be heard today.
    



Sen. VanTassell assumed the Committee Chair.

    Acting Committee Chair VanTassell called the meeting to order at 8:35 a.m.

1.     S.B. 45 Utah Fit Premises Act Amendments (W. Niederhauser)

     Sen. Niederhauser introduced the bill and 1st Sub. S.B. 45 was distributed.

     MOTION: Sen. Niederhauser moved to adopt 1st Sub. S.B. 45.

    The motion passed unanimously with Sens. Valentine and Mayne absent for the vote.
    
    Kirk Cullimore, Attorney, Landlords Association; Mark Johnson, Ogden, Utah League of     Cities and Towns; Shawn Teiger, Community Action Partnership of Utah and Lynn Pace,     Salt Lake Citizen, Real Estate, spoke in support of the bill.

    Martin S. Blaustein, Attorney, Utah Legal Services, spoke to the bill.

    Steve Erickson, Crossroads Urban Center; Rebecca Hall, Utah Domestic Violence     Commission; Sonya Martinez, Salt Lake Community Action Program; Dan Fazzini, Citizen     and Diane Keay, Supervisor, Salt Lake Valley Health Department spoke in opposition to the     bill.

     MOTION: Sen. Niederhauser moved to transmit S.B. 45 with a favorable recommendation.

    The motion passed unanimously with Sen. Valentine absent for the vote.

2.     H.B. 11 Licensing of Elevator Contractors and Elevator Mechanics (L. Wiley)

    
Rep. Wiley explained the bill.

    Gregg Rogers, National Coordinator, Elevator Industry and Dennis Lloyd, State Vice     President, Workers Compensation Fund spoke in support of the bill.

    Todd Kodele, Business Owner, Carson Elevator spoke to the bill.

    
MOTION: Sen. Davis moved to transmit H.B. 11 with a favorable recommendation.

    The motion passed unanimously with Sen. Valentine absent for the vote.

3.    H. B. 23 Workplace Drug and Alcohol Testing (T. Beck)

    Rep. Beck explained the bill.


    Tibby Milne, CEO, Utah Council for Crime Prevention and Dennis Lloyd, State Vice     President, Workers Compensation Fund spoke in support of the bill.

     MOTION: Sen. Mayne moved to transmit H.B. 23 with a favorable recommendation.

    The motion passed unanimously with Sen. Valentine absent for the vote.

4.    S.B. 76 Trust Deed Amendments (J. Valentine)

    Sen. Valentine explained the bill.

    Sens. Valentine and VanTassell declared conflicts of interest.

     MOTION: Sen. Davis moved to transmit S.B. 76 with a favorable recommendation.

    The motion passed unanimously.
        
    MOTION: Sen. Davis moved to adjourn.
