Chair Valentine called the meeting to order at 8:20 a.m.

Approval of Minutes

    MOTION:
Sen. Davis moved to approve the minutes of February 5, 2010.

    The motion passed unanimously with Sen. Urquhart absent for the vote.

1.    S.B. 139 Physician Assistant Amendments (C. Bramble)

    
Sen. Bramble explained the bill.

     MOTION: Sen. Davis moved to transmit S.B. 139 with a favorable recommendation.

    The motion passed unanimously with Sen. Urquhart absent for the vote.


2.    H. B. 65 Amendments Related to Regulation of Insurance Type Products (J. Bird)     
    Rep. Bird explained the bill and answered questions from the committee.

    Keith Woodwell, Director, Utah Division of Securities spoke in support of the bill.

    James D. Hall, Regional Vice President, American Council of Life Insurers distributed a     handout.

    Mr. Hall and Ted Lewis, General Counsel, Beneficial Finance Group, American     Council of Life Insurers spoke in opposition to the bill.     
    Betsy Jerome, Analyst, Utah Insurance Department spoke to the bill.     
     MOTION: Sen. Davis moved to proceed to the next item on the agenda.

    The motion passed unanimously.

3.    S.B. 75 Construction Trades License Amendments (D. C. Buttars)

    Sen. Buttars introduced the bill.

    Mark Steinagel, Division of Occupational and Professional Licensing answered questions     from the committee.

     MOTION: Sen. VanTassell moved to hold the bill in committee.

    The motion passed unanimously.

4.    H.B. 20 Amendments to Health Insurance Coverage in State Contracts (J. Dunnigan)

    1st Sub. H.B. 20 was distributed.

     MOTION: Sen. VanTassell moved to adopt 1st Sub. H.B. 20.

    The motion passed unanimously.

    Rep. Dunnigan explained 1st Sub. H.B. 20.

     MOTION: Sen. Davis moved to transmit 1st Sub. 20 with a favorable recommendation.

    The motion passed unanimously.


5.    H.B. 73 Utah Construction Trades Continuing Education Amendments (M. Morley)

    
Rep. Morley explained the bill and the following amendments were distributed:     

1.    Page 9, Line 264 :    

             264          (4) The division may charge a
{   reasonable   } fee        , as established by the division under Section 63J-1-504,       to administer the requirements of this


2.    Page 9, Lines 271 through 273 :    

             271          (2) At the time of renewal, the
{   contractor   } licensee shall show satisfactory evidence of:

             272          (a) continuing financial responsibility as required under Section 58-55-306 [.]; and
             273          (b)
  for a contractor licensee,       completion of six hours of approved continuing education, as required in Section

    
     MOTION: Sen. Davis moved to adopt the amendments.

    The motion passed unanimously.

    Mark Steinagel, Division of Occupational and Professional Licensing, spoke to the     bill as amended.

     MOTION: Sen. VanTassell moved to transmit H.B. 73, as amended, with a favorable     recommendation.

    The motion passed unanimously.

    MOTION: Sen. Davis moved to adjourn.

    The motion passed unanimously.
