Approval of Minutes
MOTION: Sen. VanTassell moved to approve the minutes of February 24, 2010.
The motion passed unanimously with Sens. Urquhart and Davis absent for the vote.
1. S.B. 224 Construction Contract Amendments (Bramble)
Sen. Bramble explained the bill.
MOTION: Sen. VanTassell moved that the bill be referred to interim study.
The motion passed unanimously with Sens. Urquhart and Davis absent for the vote.
2. S.B. 182 Utah Common Interest Ownership Act (W. Niederhauser)
Sen. Niederhauser explained the bill.
John Morris, Attorney, Homowners Association; Adam Trupp, The Canyons and Cort Ashston, President Utah Land Title Association spoke to the bill.
MOTION: Sen. Niederhauser moved to proceed to the next item on the agenda.
The motion passed unanimously.
3. 1st Sub. H.B. 275 Division of Real Esstate Amendments (G. Froerer)
Rep. Froerer explained the bill.
Deanna Sabey, Director, Utah Division of Real Estate answered questions from the committee.
Mike Ostermiller, Utah Association of Realtors spoke in support of the bill.
MOTION: Sen. Niederhauser moved to transmit 1st Sub. H.B. 275 with a favorable recommendation.
The motion passed unanimously with Sen. Urquhart absent for the vote.
4. S.B. 251 Verification of Employment Eligibility (D.C. Buttars)
Sen. Buttars explained the bill and handouts were distributed.

Antonella Packard, citizen, victim of identity theft spoke to the bill.
Cindy Dayton, Assistant Manager, Small Business in Utah; Galan Stewart, citizen, Spanish Fork; Peter Cannon, Davis County, 9/12 Project and Christopher Campbell, citizen, victim of identity theft spoke in support of the bill.
MOTION: Sen. Urquhart moved to transmit S.B. 251 wilh a favorable recommendation.
SUBSTITUTE MOTION: Sen. Davis moved to proceed to the next item on the agenda.
The substitute motion failed with Sens. Davis and Mayne voting in favor of the motion and Sens. Valentine, Neiderhauser, Urquhart and VanTassell voting in opposition to the motion.
Sen. Urquhart requested a vote on his original motion to transmit S.B. 251 with a favorable recommendation.
The original motion passed with Sens. Valentine, Niederhauser, Urquhart and VanTassell voting in favor of the motion and Sens. Davis and Mayne voting in opposition.
5. S.B. 176 Continuing Education Requirements for Electricians and Plumbers
(W. Harper)
Rep. Harper explained the bill and answered questions from the committee.
Dirk Burton, Chair, State Electricians Board spoke in support of the bill.
MOTION: Sen. Davis moved to transmit S.B. 176 with a favorable recommendation.
The motion passed unanimously with Sen. Urquhart absent for the vote.
