Chair Bramble called the meeting to order at 3:40 P.M.
Chair Bramble announced that 1st Sub. S.B. 49 would not be heard.
MOTION: Sen. Goodfellow moved to approve the minutes of the February 1, 2010 meeting.
The motion passed unanimously with Sens. Hillyard and Stephenson absent for the vote.
1. S.B. 77 - School District Leave Policies
MOTION: Sen. Dayton moved to pass S.B. 77 out of committee with a favorable recommendation.
The motion passed with Sens. Bramble, Dayton and Jenkins voting in favor, Sens. Goodfellow and Morgan voting in opposition, and Sens. Hillyard and Stephenson absent for the vote.
2. 1st Sub. H.B. 42 - School District Employees - Career Status Requirements
Rep. Menlove introduced and explained the bill.
Larry Shumway, State Superintendent, Utah State Office of Education, spoke to the bill.
Steve Peterson, School Boards and Superintendents Association, and Royce Van Tassel, Vice President, Utah Tax Payers Association, spoke in favor of the bill.
MOTION: Sen. Dayton moved to pass 1st Sub. H.B. 42 out of committee with a favorable recommendation.
The motion passed unanimously with Sen. Jenkins absent for the vote.
3. S.B. 55 - Authorization of Charter Schools by Higher Education Institutions
Sen. Adams introduced and explained the bill.

MOTION: Sen. Stephenson moved to pass S.B. 55 out of committee with a favorable recommendation.
