MOTION: Sen. Dayton moved to approve the minutes.
The motion passed unanimously with Sens. Goodfellow and Stephenson absent for the vote.
1. S.B. 57 -- Local School Board Budget Procedures
Sen. Stowell introduced and explained the bill.
MOTION: Sen. Dayton moved to pass S.B. 57 out of committee with a favorable recommendation.
The motion passed unanimously.
2. S.B. 132 --Higher Education Scholarship Amendments
Sen. Valentine introduced and explained the bill.
David Buhler, Associate Commissioner, Utah System of Higher Education, spoke in favor of the bill.
Sen. Dayton assumed the chair.
MOTION: Sen. Morgan moved to pass S.B. 132 out of committee with a favorable recommendation.
The motion passed unanimously with Sens. Bramble and Jenkins absent for the vote.
3. S.B. 56 - School Reporting Amendments
MOTION: Sen. Morgan moved to adopt the following amendment:
1. Page 3, Lines 77 through 81 :
77 (v) a complete statement of state funds allocated to each [

79 and a complete statement of expenditures by each school district
and charter school

including supplemental
80 appropriations, by function and object as outlined in the U.S. Department of Education
81 publication "Financial Accounting for Local and State School Systems";
The motion passed unanimously with Sens. Bramble, Jenkins, and Stephenson absent for the vote.

MOTION: Sen. Hillyard moved to pass S. B. 56 out of the committee with a favorable recommendation.

4. S.B. 49S01 -Vending Machines in Public Schools
Sen. Jones introduced and explained the bill.

MOTION: Sen. Stephenson moved to substitute 1st Sub. S.B. 49 with 2nd Sub. S.B. 49.
