Sen. Jenkins called the meeting to order at 8:05 p.m. and noted Sen. Knudson would be late for the meeting.

     MOTION: Sen. Jenkins moved to pass the Minutes 1/27, 1/29, 1/4 & 1/8.

    Motion passed unanimously 3-0-3.

1.     SB0136 Open & Public Meeting Revisions Related to Review ot Ethics Complaints - Sen. Valentine introduced the bill.

     MOTION: Sen Greiner motioned to pass SB 136.

    Motion passed unanimously with a favorable recommendation 3-0-3.

2.     SB0138 Grama Revisions Related to Review to Review of Ethics Complaints - Sen. J. Jenkins introduced the bill.

     MOTION: Sen. Greiner motioned to pass SB0138.

    Motion passed unanimously 3-0-3.

3.     SJR003 Joint Resolution on Ethics Complaints Procedures - Sen. J Valentine introduced the bill.

    MOTION: Sen. McAdams moved to adopt first substitute S.J.R 3.

    Motion passed unanimously 4-0-2.



     MOTION: Sen. McAdam motions to amend S.J.R. 3.


1.    Page 9, Line 269 through Page 10, Line 282 :    

             269          (5) (a) A member of the commission may not receive compensation or benefits for the
             270      member's service, but may receive per diem and expenses incurred in the performance of the
             271      member's official duties at the rates established by the Division of Finance under Sections
             272      63A-3-106 and 63A-3-107 .
             273          (b) A member may decline to receive per diem and expenses for the member's service.
             274          (6) (a) The commission members shall convene a meeting annually each January and
             275      elect, by a majority vote, a commission chair from among the commission members.
             276          (b) A person may not serve as chair for more than two consecutive years.
             277          
{   (7) A commission member may not receive compensation or benefits for the member's

             278      services, but may receive per diem and travel expenses in accordance with:
             279          (a) Section 63A-3-106 ;
             280          (b) Section 63A-3-107 ; and
             281          (c) rules made by the Division of Finance pursuant to Sections 63A-3-106 and
             282      63A-3-107 .

     MOTION: Sen. McAdams motioned to recommend favorably 1Sub S.J.R. 3.

    Motion passed unanimously passed 5-0-1.

     MOTION: Sen. Greiner moved to saunter.

    Motion passed unanimously 5-0-1.

6.     SR001 Senate Rules Resolution Allowing Abstaining from Voting - Sen. C. Bramble introduced the bill.

     MOTION: Sen. Robles moved to pass SR 001.



    Motion passed unanimously 5-0-1.

5.     SJR008 Resolution Amending Legislative Rules to Allow Abstaining from Voting - Sen. C Bramble introduced SJR 8.

     MOTION: Sen. Robles moved to recommend favorably SJR 8.

    Motion pass unanimously 5-0-1.

6.     HB0216S01 Incorporation of Town Amendments - Rep. G. Froerer introduced the bill.

    Sponsor noted for committee that the HB0216S01 had been amended on the floor to 10%.

     MOTION: Sen. Liljenquist motioned to recommend favorably HB0216S01.

    Motion passed 5-0-1.

7.     HB0095 Certification of Voting Equipment Modification - Rep. D. Aagard introduced the bill.

     MOTION: Sen. Liljenquist motioned to adopt 1Substitute HB 95.

    Motion passed unanimously 5-0-1.

     MOTION: Sen. Griener moved to be put on consent.

    Motion passed unanimously 5-0-1.

8.      SJR006 Joint Resolution - State Sovereignty & Tenth Amendment - Not considered.

     MOTION: Sen. Griener motioned to adjourn.

    Motion passed unanimously 5-0-1.

    The meeting was adjourned at 9:30 a.m. by Sen. Jenkins.
