Acting Chair Christensen called the meeting to order at 8:20 a.m.

1.     HB0067S01 Health System Amendments (C. Wimmer)

    
Rep. Wimmer introduced the bill.

     MOTION: Sen. Adams moved to pass First Substitute H.B. 67 with a favorable recommendation.

2.     HB0017 Amendments to Programs for People with Disabilities (S. Mascaro)

    Rep. Mascaro introduced the bill.

     MOTION: Sen. Christensen moved to pass H.B. 17 with a favorable recommendation.

    The motion passed unanimously.

3.     HB0071S03 Nicotine Product Restrictions (P. Ray)

     MOTION: A motion was duly made to recommend that Third Substitute H.B. 71 be placed on the consent calendar. The motion passed unanimously with Sen. Robles absent for the vote.

4.     HB0232 Medical Language Interpreter Amendments (R. Chavez- Houck)

    Rep. Chavez-Houck introduced the bill.

     MOTION: Sen. Jones moved to pass H.B. 232 with a favorable recommendation.

    The motion passed unanimously with Sen. Robles absent for the vote.

     MOTION: Sen. Jones moved to recommend that H.B. 232 be placed on the consent

calendar.

    The motion passed unanimously with Sen. Robles absent for the vote.

5.     SB0144 Vision Screening Amendments (W. Niederhauser)

    Sen. Niederhauser introduced the bill.

     MOTION: Sen. Jones moved to delete in title and body S.B. 144 and adopt in place thereof First Substitute S.B. 144.

    The motion passed unanimously with Sen. Robles absent for the vote.

     MOTION: Sen. Adams moved to amend First Substitute S.B. 144 as follows:

1.    Page 2, Lines 35 through 55 :    

             35          (2) The division shall provide vision screening report forms to

{   persons   }        a person       approved by the

             36      division to conduct
{   the   }        a free vision       screening        for children aged 3-1/2 to seven       .

             37          (3) [Each] A school district may conduct free vision screening clinics for children aged
             38      3-1/2 to seven.
             39          (4) (a) The division shall maintain a central register of children, aged 3-1/2 to seven,
             40      who fail vision screening and who are referred for follow-up treatment.
             41          (b) The register described in Subsection (4)(a) shall include the name of the child, age
             42      or birthdate, address, cause for referral, and follow-up results. [Each]
             43          (c) A school district shall report referral follow-up results
  for children aged 3-1/2 to seven       to the division.

             44          (5) The division shall coordinate and supervise the training of [persons who serve as
             45      vision screeners] a person who serves as a vision screener
  for a free vision screening clinic for children aged 3-1/2 to seven       .

             46          (6) (a) Except as provided in Subsection (6)(b), a [A] licensed health professional
             47      providing vision care to private patients may not participate as a screener in a free vision
             48      screening [programs] program provided by a school [districts] district.
             49          (b) A school district may:


             50          (i) allow a licensed health professional that provides vision care to private patients to
             51      participate as a screener in a free vision screening program for a child eight years of age or
             52      older; and
             53          (ii) establish guidelines to administer a free vision screening program
{   provided

             54      pursuant to  
}
  described in       Subsection (6)(b)(i).

             55          (7) The Department of Health shall, by rule, set standards and procedures for vision
