Committee Chair Madsen called the meeting to order at 2:20 pm. and announced that, at the request of the sponsor, S.B. 120 would not be heard today.
    
Approval of Minutes

    MOTION:
Sen. Hillyard moved to approve the minutes of February 3, 2010.

    The motion passed unanimously with Sen. Waddoups absent for the vote.
    
1.     S.B. 109 Chief Justice of the Utah Supreme Court Appointment (S. Jenkins)

    Sen. Jenkins presented the bill and 1st Sub. 109 was distributed.

     MOTION: Sen. Hillyard moved to adopt 1st Sub. S.B. 109.

    The motion passed unanimously with Sen. Waddoups absent for the vote.     
    Sen. Jenkins explained 1st Sub. S.B. 109.



    
    
Dan Becker, State Court Administrator; Jill Parrish, Supreme Court Justice; Scott Sabey,     Commissioner, Utah State Bar Commission and Marina Lowe, American Civil Liberties     Union, spoke in opposition to the bill.

    
MOTION: Sen. Waddoups moved to transmit 1st Sub. S.B. 109 with a favorable     recommendation.

    The motion passed with Sens. Madsen, Greiner, Hillyard and Waddoups voting in favor of     the bill and Sens. McAdams and Romero voting in opposition.

2.    S.B. 58 Transportation Expenses for Defendants (J. S. Adams)

    Sen. Hillyard explained the bill.

    Reed Richards, Commission on Criminal & Juvenile Justice, further clarified and spoke in     support of the bill.

     MOTION: Sen. Greiner moved to transmit S.B. 58 with a favorable recommendation.

    The motion passed unanimously with Sen. Waddoups absent for the vote.

3.    H.B. 47 Board of Pardons and Parole Technical Amendments (E. Hutchings)

    Clark Harms, Vice Chairman, Board of Pardons explained the bill.

     MOTION: Sen. Romero moved to transmit H.B. 47 with a favorable recommendation.

    The motion passed unanimously with Sens. Hillyard and Liljenquist absent for the vote.

     MOTION: Sen. McAdams moved to adjourn.

    The motion passed unanimously with Sens. Hillyard and Waddoups absent for the vote.

    Committee Chair Madsen adjourned the meeting at 4:02 p.m.
