Committee Chair Madsen called the meeting to order at 4:30 p.m.     
1.     S.B. 206 Access to Crime Victim's Medical Records (J. Greiner)

    
Sen. Greiner explained the bill.
    
    Alicia Cook, Deputy Attorney, Executive Director, Statewide Association of Public     Attorneys, further explained the bill.

     MOTION: Sen. Romero moved to transmit S.B. 206 with a favorable recommendation.

    The motion passed unanimously.


     MOTION: Sen. Greiner moved that S.B. 206 be placed on the Consent Callendar.

    The motion passed unanimously.

2.    H.B. 96 Libel Amendments (J. Fisher)

    
Rep. Fisher explained the bill.

    Charlie Luke, American Public Policy Alliance, further explained the bill.

     MOTION: Sen. McAdams moved to transmit H.B. 96 with a favorable recommendation.

    The motion passed unanimously.

     MOTION: Sen. McAdams moved that H.B. 96 be placed on the Consent Callendar.

    The motion passed unanimously.     
3.    H.B. 230 Human Trafficking Amendments
(J. Fisher)

    
Rep. Fisher explained the bill.

    Rich Hamp, Assistant Attorney General, further explained the bill.

    Michael Sanchez, Blue Heart Campaign, spoke in support of the bill.

     MOTION: Sen. McAdams moved to transmit H.B. 230 with a favorable recommendation.

    The motion passed unanimously.

4.    H.B. 251 Admission of Affidavits into Evidence (R. Lockhart)

    
Rep. Lockhart explained the bill.

    Scott Reed, Assistant Attorney General, Criminal Division, further explained the bill.

     MOTION: Sen. Greiner moved to transmit H.B. 251 with a favorable recomendation.

    The motion passed unanimously.

5.    H.B. 249 Emancipation Amendments (L. Fowlke)

    
Rep. Fowlke explained the bill.


     MOTION: Sen. Romero moved to transmit H.B. 249 with a favorable recommendation.

     The motion passed unanimously.

     MOTION: Sen. Romero moved that H.B. 249 be placed on the Consent Callender.

    The motion passed unanimously.

6.     H.B. 112 Supreme Court Review of an Initiative or Referendum (B. Dee)

    
Rep. Dee explained the bill and answered questions from the committee.

     MOTION: Sen. Greiner moved to transmit H.B. 112 with a favorable recommendation.

    The motion passed unanimously.

7.    1st Sub. H.B. 197 Custodial Interference Amendments (C. Wimmer)

Until the sponsor arrived, Sen. Greiner assumed the Committee Chair.

    Sen. Madsen explained the bill and 2nd Sub. H.B. 197 was distributed.

     MOTION: Sen. Madsen moved to adopt 2nd Sub. H.B. 197.

    The motion passed unanimously.

    Sen. Madsen further explained 2nd Sub. H.B. 197.

Sen. Madsen resumed the Committee Chair.

    Rep. Wimmer further clarified the bill.

    Jacey Skinner, Attorney, Director, Utah Sentencing Commission, and Judith Kasten Bell,     Executive Director, Utah Domestic Violence Council, spoke in opposition to the bill.

    Jeff D. Rifleman, Attorney, and Dan Deuel, father, spoke in support of the bill.

     MOTION: Sen. McAdams moved to go to the next item on the agenda.

     SUBSTITUTE MOTION: Sen. Romero moved to go to the next item on the agenda and     that 2nd Sub. 197 be placed first on the agenda of the next meeting.

    The motion passed with Sen. Madsen voting in opposition.




8.    H.B. 239 Child Protection Revisions (W. Harper)

    
Rep. Harper explained the bill.
    
     MOTION: Sen. Romero moved to transmit H.B. 239 with a favorable recommendation.

    The motion passed unanimously.

9.    H.J.R. 6 Strangulation and Domestic Violence Joint Resolution (J. Seelig)

    
Rep. Selig explained the bill.

     MOTION: Sen. Greiner moved to transmit H.J.R. 6 with a favorable recommendation.

    The motion passed unanimously.

10.    H.B. 202 Fireworks Amendments ((R. Menlove)

     MOTION: Sen. McAdams moved to transmit H.B. 202 with a favorable recommendation.

    The motion passed unanimously.

11.    H.B. 250 Criminal Penalties Amendments - Leaving the Scene of an Accident     (Herrod)

     MOTION: Sen. Greiner moved to transmit H.B. 250 with a favorable recommendation.
