Chair Stowell called the meeting to order at 8:40 a.m.

Chair Stowell welcomed the committee and visitors
2. S.B. 51 Bioprospecting (Sen. Lyle Hillyard)
Sen. Hillyard introduced the bill. Dr. Ned Weinshanker assisted with the presentation.
Dick Buehler, Director of Forestry Fire and State Lands, spoke in favor of the bill. Tom Bingham, Utah Manufacturers Association spoke to the bill. Kevin Carter, Director SITLA, spoke in favor of the bill. Robin Thomas, Division of Wildlife Resources, spoke to the bill. Sterling Brown, Utah Farm Bureau, spoke to the bill.
MOTION: Sen. Christensen moved to continue onto next item.
The motion passed unanimously with Sen. Dayton and Sen. Davis absent from the vote.
3. H.B. 32 Livestock Damage Compensation Amendments (M. Brown)
Rep. M. Brown introduced the bill.
Sterling Brown, Farm Bureau, spoke in favor of the bill. Robin Thomas, Division of Wildlife Resources, spoke in favor of the bill. Don Peay, Sportsmen for Fish and Wildlife, spoke in favor of the bill.
MOTION: Sen. Christensen moved to pass H.B. 32 out of committee with a favorable recommendation.
The motion passed unanimously with Sen. Okerlund, Sen. Dayton, and Sen. Davis absent from the vote.
4. H.B. 33 Groundwater Recharge and Recovery Act Amendments (M. Noel)
Rep. Noel introduced the bill.
Fred Finlinson, Utah Water Coalition, spoke in favor of the bill. Todd Bingham, Utah Mining Association, spoke in favor of the bill. Kent Jones, State Engineer, spoke in favor of the bill.
MOTION : Sen Morgan moved to pass out H.B. 33 with a favorable recommendation.
The motion passed unanimously with Sen. Davis and Sen. Dayton absent from the vote.
MOTION: Sen. Christensen moved to adjourn.
The motion passed unanimously.
