Chair Stowell called the meeting to order at 8:13 a.m.

Chair Stowell welcomed the committee and visitors
2. S.B. 51 Bioprospecting (L. Hillyard)
Sen. Hillyard introduced the bill. Dr. Ned Weinshenker assisted in the presentation.
MOTION: Sen. Christensen moved to adopt S.B. 51 1st Substitute.
The motion passed unanimously.
Sterling Brown, Utah Farm Bureau, spoke in favor of the bill. Dick Buehler, Director of the Division of Forestry, Fire and State Lands spoke in favor of the bill.
MOTION: Sen. Dayton moved to pass S.B. 51 1st Substitute out of committee with a favorable recommendation.
The motion passed unanimously.
3. S.B. 149 Utah Forest Practices Amendments (D. Hinkins)
Sen. Hinkins introduced the bill. Mike Eriksson, Stewardship Coordinator with the Division of Forestry, Fire and State Lands, assisted in the presentation. Dick Buehler also assisted in the presentation.
MOTION: Sen. Okerlund moved to pass S.B. 149 out of committee with a favorable recommendation.
The motion passed unanimously.
4. SJR 11 Utah Athletic Foundation Resolution (S. Urquhart)
Sen. Urquhart introduced the resolution.
MOTION: Sen. Morgan moved to pass SJR 11 out of committee with a favorable recommendation.
The motion passed unanimously.
5. H.B. 98 State Engineer Bonding Requirements (R. Wilcox)
Rep. Wilcox introduced the bill.
MOTION: Sen. Dayton moved to pass H.B. 98 out of committee with a favorable recommendation.
The motion passed unanimously.
MOTION: Sen. Dayton moved to place H.B. 98 on consent.

6. H.B. 226 Well Driller's License - Pump Installation (P. Painter)
