Chair Stowell called the meeting to order at 4:34 p.m.

1.     Welcome and Approval of Minutes

    Committee Chair Stowell welcomed the committee and visitors .

         MOTION: Sen. Christiansen moved to approve the minutes of February 12, 2012 and February 19, 2010.

        The motion passed unanimously with Sen. Dayton absent from the vote.



2.    H.B. 108 Meat Inspection Amendments (J. Mathis)
    
    Rep. Mathis introduced the bill.    

     MOTION: Sen. Okerlund moved to adopt Amendment #1 as follows:


1.    Page 14, Lines 401 through 404 :    

             401          The department shall make rules pursuant to Title 63G, Chapter 3, Utah Administrative
             402      Rulemaking Act, [regarding] concerning the following functions, powers, and duties, in
             403      addition to those specified in
[[   Title 4,   ]]      [[   [   ]] Chapter 1,      [[   ]   ]]      [[   Utah Agricultural Code   ]]        Short Title and General Provisions       , for the

             404      administration and enforcement of this chapter:


        The motion passed unanimously with Sen. Dayton absent from the vote.

    Kyle Stevens, Deputy Commissioner with the Utah Department of Agriculture and Food, assisted in the presentation.
    
         MOTION: Sen. Christiansen moved to pass H.B. 108 out of committee with a favorable recommendation.

        The motion passed unanimously with Sen. Dayton absent from the vote.

3.    H.B. 228 Renewable Energy Source Amendments (B. Barrus)

    Rep. Barrus introduced the bill. Nathan Rich, Executive Director of Wasatch Integrated Waste, assisted in the presentation.

    Kathy Vandam with the Wasatch Clean Air Coalition, spoke to the bill.

    Legrand Bitter Executive Director with the Utah Association of Special Districts, spoke in favor of the bill.



         MOTION Sen. Davis moved to pass H.B. 108 out of committee with a favorable recommendation.

        The motion passed unanimously with Sen. Dayton absent from the vote.

4.    H.B. 271 Hunting Guides and Outfitters Licensing Act Amendments (E. Vickers)
    
    Rep. Vickers introduced the bill. Robin Thomas with the Utah Division of Wildlife Resources assisted in the presentation.

    Ken Clegg, Executive Director with the CWMU Association, spoke in favor of the bill.

    Don Peay, with Sportsmen for Fish and Wildlife, spoke in favor of the bill.

         MOTION: Sen. Christiansen moved to pass H.B. 271 out of committee with a favorable recommendation.

        The motion passed unanimously with Sen. Dayton absent from the vote.

         MOTION: Sen. Okerlund moved to place H.B. 271 on the consent calender.

        The motion passed unanimously with Sen. Dayton absent from the vote.

5.    HJR 5 Joint Resolution on Clean Air (C. Moss )

    Rep. Moss introduced the bill.

    Students from Morning Side Elementary assisted in the presentation.

         MOTION: Sen. Morgan moved to pass HJR 5 out of committee with a favorable recommendation.

        The motion passed unanimously with Sen. Dayton absent from the vote.

         MOTION: Sen. Morgan moved to place HJR 5 on the consent calender.


        The motion passed unanimously with Sen. Dayton absent from the vote.

6.    HB 68 Habitual Wanton Destruction of Wildlife (C. Oda )

    Rep. Oda introduced the bill.

    
Robin Thomas assisted in the presentation.

    Don Peay spoke in favor of the bill.

    Peter Cannon, with the Davis County 9/12 Project, spoke in favor of the bill.

    Ken Clegg spoke in favor of the bill.

         MOTION: Sen. Okerlund moved to pass HB 68 out of committee with a favorable reccomendation.

        The motion passed unanimously with Sen. Dayton absent from the vote.

: Sen. Christensen moved to adjourn.

The motion passed unanimously.

Chair Stowell adjourned the meeting at 5:42 p.m.
