Chair Stowell called the meeting to order at 4:25 p.m.

1.     Welcome

    Committee Chair Stowell welcomed the committee and visitors .

2.    S.B. 218 Engine Coolant Bittering Agent Act (M. Waddoups)
    
    Sen. Waddoups introduced the bill.


    Bill Breedlove, Instructor at Salt Lake Community College, assisted with the presentation.

    Gene Baierschmidt, Director of the Human Society of Utah, spoke in favor of the bill.

         MOTION: Sen. Dayton moved to pass S.B. 218 out of committee with a favorable recommendation.

        The motion passed unanimously.

         MOTION: Sen. Davis moved to place S.B. 218 on the consent calender.

        The motion passed unanimously.

3.    S.B. 223 Department of Environmental Quality Boards Amendments (M. Dayton)

    Sen. Dayton introduced the bill.

        MOTION:
Sen. Dayton moved to send S.B. 223 to interim study.

        The motion passed unanimously.

4.    S.B. 185 Adoption of Canal Safety Act (G. Davis)
    
        MOTION:
Sen. Davis moved to adopt S.B. 185 1st Substitute.

    
    The motion passed unanimously.

    Sen. Davis introduced the bill.

    Sterling Brown, V.P. of Public Policy with the Utah Farm Bureau, spoke to the bill.

    Ivan Ray, General Manager of Weber River Water, spoke to the bill.

    Kent Jones, State Engineer, spoke in favor of the bill.

         MOTION: Sen. Davis moved to send S.B. 185 to interim committee and to have the

Water Development Commission study the issue.

        The motion passed unanimously with Sen. Dayton absent from the vote.

5.    H.B. 240 Department of Natural Resources Amendments (J. Draxler)

    Rep. Draxler introduced the bill.

        MOTION
: Sen. Davis moved to pass H.B. 240 out of committee with a favorable recommendation..

        The motion passed with Sen. Morgan voting in opposition and Sen. Dayton absent from the vote.

6.    H.B. 120 Underground Storage Tank Amendments (K. McIff)

    
Rep. McIff introduced the bill.

    Brad Johnson, Deputy Director of the Utah Department of Environmental Quality, spoke to the bill.

    John Hill, Director of Utah Petroleum Marketers and Retailers Association, spoke to the bill.

         MOTION: Sen. Okerlund moved to pass H.B. 120 out of committee with a favorable recommendation.

        The motion passed unanimously with Sen. Dayton absent from the vote.     

7.    H.B. 285 Practice of Veterinary Medicine (J. Mathis)

    Rep. Mathis introduced the bill.

         MOTION: Sen. Morgan moved to pass H.B. 285 out of committee with a favorable recommendation.     

        The motion passed unanimously with Sen. Dayton absent from the vote.



8.    H.B. 107 Animal Shelter Amendments (J. Seelig)

    
Rep. Seelig introduced the bill. Sen. Bramble assisted in the presentation.

    Daniel Alix, citizen, spoke to the bill.

         MOTION: Sen. Morgan moved to pass H.B. 107 out of committee with a favorable recommendation.

        The motion passed unanimously with Sen. Dayton absent from the vote.

        MOTION:
Sen. Okerlund moved to place H.B. 107 on the consent calender.

        
The motion passed unanimously with Sen. Dayton absent from the vote.

: Sen. Christensen moved to adjourn.

The motion passed unanimously with Sen. Dayton absent from the vote.

Chair Stowell adjourned the meeting at 5:37 p.m.
