Committee Chair Adams called the meeting to order at 8:10 a.m.

Approval of Minutes

    MOTION: Sen Bramble moved to approve the minutes of January 27 and January 29, 2010.

    The motion passed unanimously with Sens. Goodfellow, Romero and Stephenson absent for the vote.

1.     S.B. 121 Utah Uniform Probate Code Amendments (J. Valentine)

    
Sen. Valentine explained the bill.

    Mark Flickinger, Attorney, Utah Association for Justice, and Chris Purcell, Attorney, State     Farm spoke in support of the bill.



    
     MOTION: Sen. Bramble moved to transmit S.B. 121 with a favorable recommendation.

    The motion passed unanimously with Sens. Goodfellow, Romero and Stephenson absent for     the vote.

2.    S.B. 125 Intangible Property Amendments (C. Bramble)

    Sen. Bramble explained the bill.

     MOTION: Sen. Bramble moved to transmit S.B. 125 with a favorable recommendation.

    The motion passed unanimously with Sens. Goodfellow, Romero and Stephenson absent for     the vote.

3.    S.B. 119 Special Elections Modifications (H. Stephenson)

    
Sen. Bramble introduced the bill.

    Sen. Stephenson explained the bill and answered questions from the committee.

    Ronald Mortensen, Citizens Coalition for Tax Fairness and Ron Zacharias, citizen, spoke in     support of the bill.

    Lincoln Shurtz, Utah League of Cities and Towns, commented on the bill.

    Sens. Romero, Goodfellow and Valentine declared conflicts of interest.

Sen. Bramble assumed the Committee Chair.

     MOTION: Sen. Valentine moved to transmit S.B. 119 with a favorable recommendation.

    The motion passed unanimously with Sen. Adams absent for the vote.

4.    H.B. 50 Sales and Use Tax Modifications (W. Harper)    

    
Rep. Harper explained the bill.

    Mark Johnson, Commissioner, Utah State Tax Commission, spoke in support of the bill.

     MOTION: Sen. Valentine moved to transmit H.B. 50 with a favorable recommendation.

    The motion passed unanimously with Sen. Adams absent for the vote.






     MOTION: With the sponsor's consent, Sen. Valentine moved that the bill be placed on the     Consent Calendar.

    The motion passed unanimously with Sen. Adams absent for the vote.

5.    H.B. 45 State Construction Code Adoption (M. Morley)

    Rep. Morley explained the bill and answered questions from the committee.

Sen. Adams resumed the Committee Chair.

    Gilbert Gonzales, Utah State Building Committee, and Rich Thorn, President/CEO,          Associated General Contractors, spoke in support of the bill.

     MOTION: Sen. Bramble moved to transmit H.B. 45 with a favorable recommendation.

    The motion passed unanimously.

Sen. Bramble assumed the Committee Chair.

6.    S.B. 122 Eminent Domain Revisions (J. S. Adams)

    
Sen. Adams explained the bill.

     MOTION: Sen. Adams moved to transmit S.B. 122 with a favorable recommendation.

    The motion passed unanimously.

    MOTION: Sen. Bramble moved to adjourn.
