Committee Chair Adams called the meeting to order at 2:30 pm. and announced that S.B. 196 will not be heard today.

Approval of Minutes

    MOTION: Sen Romero moved to approve the minutes of February 10, 2010.

    The motion passed unanimously with Sens. Valentine and Niederhauser absent for the vote.






1.     S.B. 244 Annexation Amendments (C. Bramble)
    

    Sen. Bramble explained the bill.

    Bob Bonar, General Manager, Snowbird Resort; Gary DeSeelhorst, President, Solitude     Mountain Resort and Michael Jensen, United Fire Authority, Salt Lake County Councilman     spoke in support of the bill.

    
Lynn Pace, Deputy City Attorney, Salt Lake City Corporation and J. Michael Hansen,     Granite Community Council, Association of Community Councils Together, spoke in     opposition to the bill.

    
MOTION: Sen. Bramble moved to transmit S.B. 244 with a favorable recommendation.

    The motion passed unanimously with Sen. Valentine absent for the vote.

2.    S.B. 172 Local District Taxing Authority Amendments (C. Bramble)

    
2nd Sub. 172 was distributed.

     MOTION: Sen. Bramble moved to adopt 2nd Sub. 172.

    The motion passed unanimously with Sen. Valentine absent for the vote.

    The following amendment was distributed:


1.    Page 3, Lines 67 through 71 :    

             67          (B) the legislative body of the appointing authority; or
             68          (C) the legislative body of:
             69          (I)
{   each municipality   }        a majority of the municipalities       partially or completely included within the boundary of the

             70      specified local district; or
             71          (II) the county in which the specified local district is located, if the county has some or
    
    
MOTION: Sen. Bramble moved to adopt the amendment.

    The motion passed unanimously with Sen. Valentine absent for the vote.


    Lincoln Shurtz, Utah League of Cities and Towns; LeGrand Bitter, Executive Director, Utah     Association of Special Districts; Chris Finlinson, Government Affairs Director, Central Utah     Water Conservancy District and Fred Finlinson, Attorney, Utah Water Coalition spoke in     support of the bill.

    
MOTION: Sen. Stowell moved to transmit 2nd Sub. S.B. 172 as amended with a favorable         recommendation.

    
The motion passed unanimously with Sen. Valentine absent for the vote.

    MOTION: Sen. Romero moved to adjourn.

    The motion passed unanimously with Sen. Valentine absent for the vote.
