Approval of Minutes
MOTION: Sen Bramble moved to approve the minutes of February 19, 2010.
The motion passed unanimously with Sens. Goodfellow, Romero and Valentine absent for the vote.
1. S.B. 207 Tax Exemption for Cedar Band of Paiute Tribe (Stowell)
Sen. Stowell introduced the bill and 1st Sub. S.B. was distributed.
MOTION: Sen. Stowell moved to adopt 1st Sub. S.B. 207.
The motion passed unanimously with Sens. Goodfellow, Romero and Valentine absent for the vote.
Sen. Stowell introduced Lora E. Tom, Cedar Band Chairwoman, Cedar Band of Paiutes and Travis N. Parashonts, CEO, Cedar Band of Paiutes, Cedar Band Enterprises, who assisted in the explanation of the bill and answered questions from the committee.
MOTION: Sen. Romero moved to transmit 1st Sub. S.B. 207 with a favorable recommendation.
The motion passed with Sens. Bramble, Goodfellow, Romero, Stowell and Valentine voting in favor and Sens. Adams, Niederhauser and Stephenson voting in opposition.
2. S.B. 196 Community Development and Renewal Amendments (G. Davis)
Sen. Davis introduced the bill and 1st Sub. 196 was distributed.
MOTION: Sen. Niederhauser moved to adopt 1st. Sub. S.B. 196.
The motion passed unanimously with Sen. Stowell absent for the vote.
MOTION: Sen. Goodfellow moved to amend the bill.
Sen. Goodfellow withdrew the motion.
MOTION: Sen. Bramble moved to hold the bill until Monday, March 1, 2010 and proceed to the next item on the agenda.
The motion passed unanimously with Sen. Stowell absent for the vote.
3. S.B. 40 Cigarette and Tobacco Tax Amendments (A. Christensen)
Sen. Christensen explained the bill.

Dr. Glen Hanson, Professor, University of Utah, Tobacco, Drug Addiction and Substance Abuse researcher; Randy Shumway, CEO, The Cicero Group, Chamber of Commerce; Dr. Jeffrey C. Schmidt, Physician, Utah Chapter, American Academy of Pediatrics; Stephen McDonald, Program & Services Director, March of Dimes and Peter Moosman, President, Project:1200 (grassroots tobacco prevention movement) spoke in support of the bill.
Royce VanTassell, Vice President, Utah Taxpayers Association; Jim Olsen, Utah Food Industry; Gary R. Thorup, Attorney, Utah Petroleum & Mining Association and Ron Mortenson, Citizens for Tax Fairness spoke in opposition to the bill.
MOTION: Sen. Romero moved to transmit S.B. 40 with a favorable recommendation.
The motion failed with Sens. Bramble, Romero and Valentine voting in favor of the bill, Sens. Adams, Goodfellow, Niederhauser and Stephenson voting in opposition, and Sen. Stowell absent for the vote.
4. H.B. 316 Disabled Veterans Property Tax Exemption Amendments (G. Hughes)
Rep. Hughes explained the bill.
MOTION: Sen. Bramble moved to transmit H.B. 316 with a favorable recommendation.
The motion passed unanimously with Sens. Stephenson, Stowell and Valentine absent for the vote.
MOTION: Sen. Bramble moved that H.B. 316 be placed on the Consent Calendar.
The motion passed unanimously with Sens. Stephenson, Stowell and Valentine absent for the vote.
MOTION: Sen. Niederhauser moved to adjourn.
