Committee Chair Adams called the meeting to order at 4:16 p.m. and announced that S.B. 151 will not be heard today.

Approval of Minutes

    MOTION: Sen. Bramble moved to approve the minutes of March 1, 2010.

    The motion passed unanimously.

1.    S.B. 197 Community Development and Renewal Agency Amendments (C. Bramble)

    
Sen. Bramble introduced the bill.

    
Randy Sant, RDA Director, Sandy City, spoke to the bill.




     MOTION: Sen. Bramble moved to proceed to the next item on the agenda.

    The motion passed unanimously.

2.    2nd Sub. S.B. 196 Community Development and Renewal Amendments (G. Davis)

    
Sen. Davis explained the bill.

    Danny Walz, Utah Redevelopment Association, further clarified the bill.
    
    Royce VanTassell, Vice President, Utah Taxpayers Association, spoke in opposition to the     bill.

Sen. Valentine assumed the Committee Chair.

    Steve Ericksen, Crossroads Urban Center, spoke in support of the bill.

Sen. Adams resumed the Committee Chair.

    Mike Glen, Housing and Community Development, spoke to the bill.

     MOTION: Sen. Goodfellow moved to transmit 2nd Sub. S.B. 196 with a favorable          recommendation.

     SUBSTITUTE MOTION: Sen. Valentine moved to proceed to the next item on the agenda.

    The motion passed with Sens. Adams, Stephenson, and Valentine voting in favor of the     motion, Sens. Goodfellow and Romero voting in opposition, and Sens. Bramble and Stowell     absent for the vote.

3.    S.B. 197 Community Development and Renewal Agency Amendments (C. Bramble)

    
MOTION: Sen. Romero moved to adopt 2nd Sub. S.B. 197.

    The motion passed unanimously.

     MOTION: Sen. Romero moved to transmit 2nd Sub. S.B. 197 with a favorable          recommendation.

    The motion passed unanimously.




4. 1st Sub. S.B. 128 City and County Carbon Credits for Sequestration of Waste          Stream Materials (R. Romero)

    
Sen. Romero explained the bill.

    Gary Laird, Director, Weber County Solid Waste, and LeGrand Bitter, Executive Director,     USAD spoke in support of the bill.

    Peter Cannon, citizen, Davis County 9/12 Project spoke in opposition to the bill.

     MOTION: Sen. Romero moved to transmit 1st Sub. S.B. 128 with a favorable          recommendation.

    The motion passed unanimously.    

    MOTION: Sen. Goodfellow moved to adjourn.

    The motion passed unanimously.

    Chair Adams adjourned the meeting at 5:20 p.m.
