Committee Chair Urquhart called the meeting to order at 8:15
1. S.B. 114 -- Motor Vehicle Accident Reports
Sen. Stowell introduced and explained the bill.
MOTION: Sen. Van Tassell moved to adopt the following amendment to S.B. 114:
1. Page 1, Lines 13 through 15 :
13 . requires a peace officer investigating a motor vehicle accident to
:
.
provide the owner
14 of livestock injured or killed in the motor vehicle accident a copy of the motor
15 vehicle accident report;
or
. notify the owner of livestock injured or killed in the motor vehicle
accident where a copy of the motor vehicle accident report can be obtained;
2. Page 2, Lines 36 through 37 :
36 (iii)
(A)
provide the owner of the livestock a copy of the accident report
prepared in
37 accordance with Section 41-6a-404
; or
(B) notify the owner of the livestock where a copy of the accident report prepared in accordance with Section 41-6a-404 can be obtained
.
Debbie Johnson, Legislative Liaison, Department of Public Safety and Utah Highway Patrol spoke against the bill.
MOTION: Sen. Hinkins moved to pass S.B.114 out of committee with a favorable recommendation.
The motion passed unanimously with Sen. Goodfellow absent for the vote.
Sen. Van Tassell assumed the chair.
MOTION: Sen. Hinkins moved to approve the minutes
The motion passed unanimously with Sen. Goodfellow absent for the vote.
2. S.B. 26 -- Utah E-commerce Integrity Act
Sen. Urquhart introduced and explained the bill.
The bill will be considered again at the February 3, 2010 meeting.
Jay Magure, Vice President, 1-800 Contacts, Richard Nelson, President and CEO, Utah Technology Council and Gary Thorpe, E-Bay spoke in favor of the bill.
3. S.B. 105 -- Motor Vehicle Accident Arbitration Amendments
Sen. Urquhart introduced and explained the bill.
Chris Purcell, Attorney, State Farm Insurance, spoke in opposition of the bill.
MOTION: Sen. Hinkins moved to pass S.B. 105 out of committee with a favorable recommendation.
The motion passed unanimously.
4. S.B. 104 -- Renewable Energy Modifications
Sen. Urquhart introduced and explained the bill.
Kevin Carter, SITCA and Christopher Thomas, Heal Utah spoke in favor of the bill.
MOTION: Sen. Goodfellow moved to pass S.B. 104 out of committee with a favorable recommendation.
The motion passed unanimously.
Chair Urquhart resumed the chair.
5. S.B. 102 -- Restricting the Movement of a Motor Vehicle
Sen. Goodfellow introduced and explained the bill.
Mike Mores, Government Affairs Representative, Farmers Insurance, spoke in opposition of the bill.
MOTION: Sen. Hinkins moved to pass S.B. 102 out of committee with a favorable recommendation.
The motion passed with Sens. Hinkins, Stevenson, Van Tassell and Goodfellow voting in favor and Chair Urquhart voting in opposition.
MOTION: Sen. Van Tassell moved to adjourn.
The motion passed unanimously.
Sen Urquhart adjourned the meeting at 9:09 a.m.
