Acting Chair Van Tassell called the meeting to order at 8:13 a.m.

1.     S.B. 26 - Utah E-commerce Integrity Act

    
Sen. Urqhart introduced and explained the bill.
    
    
     MOTION: Sen. Urquhart moved to amend S.B. 26 with the following amendment:


1.    Page 13, Lines 387 through 391 :    

             387          (d) (i) A person is liable for using a domain name under Subsection (1)(a) only if that
             388      person is the domain name registrant or that registrant's authorized licensee,
{   agent,   } affiliate,

             389     
{   representative,   } domain name registrar, domain name registry, or other domain name

             390      registration authority that knowingly
{   and actively   } assists a violation of this chapter by the

             391      registrant.


    
    The motion passed unanimously with Sens. Hinkins, Goodfellow, and Mayne absent for the vote.

     MOTION: Sen. Hinkins moved to pass S.B. 26 out of committee with a favorable recommendation.

    The motion passed unanimously with Sens. Goodfellow and Mayne absent for the vote.

2.     S.B. 117 - Pete Suazo Memorial Highway

    
Sen. Robles introduced and explained the bill.

    Kassidy Carter, niece of Pete Suazo, spoke in favor of the bill.

    MOTION:
Sen. Knudson moved to pass S.B. 117 out of committee with a favorable recommendation.

    The motion passed unanimously with Sens. Urquhart, Goodfellow, and Mayne absent for the vote.

Sen. Knudson assumed the chair.

4.     H.B. 46 - Motor Vehicle Act Amendments

    
Sen. Van Tassell introduced and explained the bill.

     MOTION: Sen. Hinkins moved to pass H.B. 46 out of committee with a favorable recommendation.

    The motion passed unanimously with Sens. Urquhart and Mayne absent for the vote.

5.     H.B. 57 - Extension of Sunset for Design-build Contract Award Authorization

    Rep. Fisher introduced and explained the bill.

    Rich Thorn, Associated General Contractors spoke in favor of the bill.

    MOTION:
Sen. Goodfellow moved to pass H.B. 57 out of committee with a favorable recommendation.

    The motion passed unanimously with Sens. Urquhart and Mayne absent for the vote.


Acting Chair Van Tassell resumed the chair.

6.     H.B. 58 - Utah Generated Renewable Energy Electricity Network Authority Board     Amendments

    
Rep. Barrus introduced and explained the bill.

    MOTION: Sen. Stevenson moved to pass H.B. 58 out of committee with a favorable recommendation .

    
The motion passed unanimously with Sens. Urquhart and Mayne absent for the vote.

Sen. Stevenson moved to approve the minutes of the February 2, 2010 meeting.

    The motion passed unanimously with Sen. Urquhart absent for the vote.
