Committee Chair Urquhart called the meeting to order at 4:31 P.M.
Approval of Minutes
MOTION: Sen. Van Tassell moved to approve the minutes of the February 19, 2010 meeting.
The motion passed unanimously with Sen. Mayne absent for the vote.
MOTION: Sen. Van Tassell moved that S.B. 47, S.B. 153, and S.B. 176 be held.
The motion passed unanimously with Sen. Mayne absent for the vote.
1. S.B. 272 -- Amendments to Transportation Provisions
Sen. Stevenson introduced and explained the bill.
Bruce Jones, General Counsel, Utah Transit Authority; and Lincoln Shurtz, Utah League of Cities and Towns spoke in favor of the bill.
MOTION: Sen. Van Tassell moved to pass S.B. 272 out of committee with a favorable recommendation.
The motion passed unanimously with Sen. Mayne absent for the vote.
2. S.B. 131 -- Energy Cost Recovery and Renewable Energy Provisions
Sen. Hinkins introduced and explained the bill.
Ryan Davies, President and CEO, Renewable Energy Development Corporation (REDCO), spoke in favor of the bill.
Sen. Stevenson assumed the Chair.
Chair Urquhart resumed the Chair.
MOTION: Sen. Goodfellow moved to send S.B. 131 back to Rules for interim study.
Michelle Beck, Utah Office of Consumer Services spoke to the bill.
The motion passed unanimously with Sen. Mayne absent for the vote.
3. H.B. 261 -- Financial Responsibility of Motor Vehicle Owners and Operators Act Amendments
Rep. Greenwood introduced and explained the bill.
MOTION: Chair Urquhart moved to adopt the following amendment:
1. Page 1, Line 20
House Committee Amendments
2-8-2010 :

. provides that a peace officer may not cite or arrest a person for violating the requirement to have evidence of owner's or operator's security for the vehicle in the person's immediate possession if the Uninsured Motorist Identification Database Program information indicates that the vehicle or driver is insured; and
2. Page 4, Lines 90 through 92 :

(i)
Evidence of owner's or operator's security from the Uninsured Motorist

Identification Database Program described under Subsection (2)(b)(vi) supercedes any91
92 evidence of owner's or operator's security described under Subsection (2)(b)(i)(D) or (E).
(ii) A peace officer may not cite or arrest a person for a violation of
Subsection (2)(a) if the Uninsured Motorist Identification Database Program
created under Title 41, Chapter 12a, Part 8, information indicates that the vehicle or
driver is insured.
The motion passed unanimously with Sen. Mayne absent for the vote.
Bart Blackstock, Executive Vice President, Insure-Rite, spoke in favor of the bill.
MOTION: Sen. Goodfellow moved to pass H.B. 261 out of committee with a favorable recommendation.
The motion passed unanimously.
MOTION: Sen. Van Tassell moved to place H.B. 261 on the Consent Calendar.
