Acting Committee Chair Van Tassell called the meeting to order at 4:20 P.M.
Approval of Minutes
MOTION: Sen. Hinkins moved to approve the minutes of the February 22, 2010 meeting.
The motion passed unanimously with Sens. Urquhart and Mayne absent for the vote.
1. H.B. 132 -- Pioneer Trail Memorial Highway
Rep. Menlove introduced and explained the bill.
MOTION: Sen. Hinkins moved to pass H.B. 132 out of committee with a favorable recommendation.
The motion passed unanimously with Sens. Urquhart and Mayne absent for the vote.
MOTION: Sen. Hinkins moved to place H.B. 132 on the Consent Calendar.
The motion passed unanimously with Sens. Urquhart and Mayne absent for the vote.
2. S.B. 157 -- Motor Vehicle Dealer Franchise Amendments
Sen. Bramble introduced and explained the bill.
Chair Urquhart assumed the chair.
Lincoln Shurtz, General Motors, spoke to the bill.
MOTION: Sen. Hinkins moved to pass S.B. 157 out of committee with a favorable recommendation.
The motion passed unanimously.
3. S.B. 186 -- Amendments to Emissions Inspections
Sen. Madsen introduced and explained the bill.
MOTION: Sen. Van Tassell moved to adopt the following amendment:
1. Page 6, Lines 164 through 168 :
164 (2) (a) If a certified emissions inspector with simple negligence violates the inspection
165 and maintenance program requirements established in rules made under Subsection
166 41-6a-1642 (2), a county identified in Subsection 41-6a-1642 (1) shall:
167 (i) for a first offense, require the inspector to complete up to eight hours of related
168 training at the expense of the

entity that issued an inspector certificate
to the inspector
