Chair Stevenson called the meeting to order at 8:04 a.m.

MOTION: Sen. Morgan moved to approve minutes of the February 2 , 2010, meeting.

    The motion passed unanimously with Sens. Madsen, Waddoups, and Jones absent for the vote.

1.     H.B.51- Family Employment Program - Cash Assistance to Single Minor Parent

    Rep. Dunningan introduced and explained the bill.

    MOTION:
Sen. Morgan moved to pass H.B.51 out of committee with a favorable                                  recommendation.
    
    The motion passed unanimously with Sen. Madsen and Jones absent for the vote.

2.     SCR 3 - State Sovereignty Concurrent Resolution

    Sen. Adams introduced and explained the resolution.

    Ronald Mortensen, Member, Davis County 9-12 Group, spoke in favor of the resolution.

     MOTION: Sen. Madsen moved to pass out SCR 3 with a favorable recommendation.



    The motion passed with Sens. Stevenson, Madsen, Okerlund and Waddoups voting in favor, and Sens. Jones and Morgan voting in opposition.

3.     HJR 10 - Joint Resolution Opposing the Establishment of a Federal Commission on     State Workers' Compensation Laws

    Rep. Morley introduced and explained the resolution.
    
    Paul Rogers, Workers Compensation Foundation, spoke to the bill.

    Jim Olsen, President, Utah Food Industry Association, spoke in favor of the bill.

    MOTION: Sen. Jones moved to pass HJR 10 out of committee with a favorable     recommendation.

    The motion passed unanimously.
    
MOTION: Sen. Madsen moved to adjourn.

    The motion passed unanimously.

    Chair Stevenson adjourned the meeting at 9:05 p.m.
