Chair Stevenson called the meeting to order at 2:20 p.m.
MOTION: Sen. Morgan to approve the minutes of the February 12, 2010 meeting.
The motion passed unanimously with Sens. Madsen, Okerlund and Jones absent for the vote.
1. S.B. 152 - Utah State Railroad Museum Authority Act
Sen. Peter Knudson presented and explained the bill.
MOTION: Sen. Waddoups moved to delete in title and body S.B. 152 and substitute in lieu thereof 2nd Substitute S.B. 152.
The motion passed unanimously with Sens. Madsen, Okerlund and Jones absent for the vote.
MOTION: Sen. Okerlund moved to moved to pass 2nd Substitute S.B. 152 out of committee with a favorable recommendation
The motion passed unanimously with Sens. Madsen and Jones absent for the vote.
2. S.B. 242 - Economic Development Incentives for Alternative Energy Projects
Sen. Kevin Van Tassell presented and explained the bill.
Mr. Miller, Mr. Hartley, and Mr. Berry spoke in favor of the bill.
Mr. Thomas spoke against the bill.
MOTION: Sen. Madsen moved to pass S.B. 242 out of committee with a favorable recommendation.
The motion passed unanimously.
3. S.B. 181 - Employment Security Administration Fund Repealer
Sen. David Hinkins presented and explained the bill.
Ms. Isom spoke in favor of the bill.
MOTION: Sen. Jones moved to pass S.B. 181 out of committee with a favorable recommendation
The motion passed unanimously.
MOTION: Sen. Waddoups moved to place S.B. 181 on the consent calendar.

4. H.B. 43 - Unemployment Compensation Amendments
Rep. Steven Mascaro presented and explained the bill.

MOTION: Sen. Okerlund moved to pass H.B. 43 out of committee with a favorable recommendation

5. H.C.R. 1- Concurrent Resolution on International Trade and State Governments
Rep. Sheryl Allen presented and explained the bill.
MOTION: Sen. Jones moved to pass H.C.R. 1 out of committee with a favorable recommendation.
The motion passed unanimously.
6. S.B. 123 - Motion Picture Incentive Fund Amendments
Sen. Lyle Hillyard presented and explained the bill.
Mr. Miller spoke in favor of the bill.
MOTION: Sen. Morgan moved to amend S.B. 123 as follows:
1. Page 3, Lines 68 through 72 :
68 (i) review the report from the motion picture company described in Subsection (2)(b)
69 and verify that it was
{
prepared
}
reviewed
by an independent certified public
accountant; and
70 (ii) based upon the certified public accountant's attestation under Subsection (2)(b),
71 determine the amount of the incentive that the motion picture company is entitled to under its
72 agreement with the office.
