Chair Stevenson called the meeting to order at 4:20 p.m.
MOTION: Sen. Morgan to approve the minutes of the February 25, 2010 meeting.
The motion passed unanimously with Sen. Okerlund absent for the vote.
1. S.J.R. 18 - Gang Crime Awareness and Enforcement Joint Resolution
Sen. Madsen presented and explained this bill.
MOTION: Sen. Morgan moved to amend S.J.R. 18 as follows:
1. Page 2, Lines 50 through 56 :
50 WHEREAS, the Salt Lake County Sheriff's Office has recently identified two trends
51 within Utah Hispanic gang culture, including more transplants from California gangs and an
52 increase in gang members from

international
drug cartel
gangs;
53 WHEREAS, the Salt Lake County Sheriff's Office reports that as much as 70% to 80%
54 of the area's street level narcotics have been imported either from or through Mexico and drug
55 gang members in Utah are involved in the distribution of drugs like cocaine,

56 heroin, marijuana, and methamphetamines;

MOTION: Sen. Jones moved to pass S.J. R. 18 out of committee as amended with a favorable recommendation

2. S.C.R. 12 -Responsible Development of Public Lands Concurrent Resolution
Sen. Kevin Van Tassell presented and explained this bill.
MOTION: Sen.Morgan made the motion to amend S.C.R. 12 as follows:
1. Page 2, Lines 29 through 32 :
29 WHEREAS, the Legislature and the Governor of the state of Utah are deeply concerned
30 over recently announced United States Department of the Interior (DOI) policies that will have
31 a negative effect on state and local economies in Utah and put at risk many of the
