             8      General Description:
             9          This bill creates the Agriculture Sustainability Task Force.
             10      Highlighted Provisions:
             11          This bill:
             12          .    creates a task force to study ways to sustain the agricultural industry.
             13      Money Appropriated in this Bill:

             15      Other Special Clauses:
             16          This bill is repealed on November 30, 2011.

             20      Be it enacted by the Legislature of the state of Utah:
             21          Section 1. Agriculture Sustainability Task Force -- Creation -- Membership --
             22      Quorum -- Compensation -- Staff.
             23          (1) There is created the Agriculture Sustainability Task Force consisting of the
             24      following 15 members:
             25          (a) H. [ six ] five .H members of the Senate appointed by the president of the Senate,
             25a      no more than
             26      H. [ four ] three .H of whom may be from the same political party;
             27          (b) H. [ six ] seven .H members of the House of Representatives appointed by the
             27a      speaker of the


             28      House of Representatives, no more than H. [ four ] five .H of whom may be from the same
             28a      political party;
             29          (c) the lieutenant governor or the lieutenant governor's designee;
             30          (d) the commissioner of the Department of Agriculture or the commissioner's designee;
             31      and
             32          (e) the H. [ executive director ] chair .H of the Utah Quality Growth Commission.
             33          (2) (a) The president of the Senate shall designate a member of the Senate appointed
             34      under Subsection (1)(a) as a cochair of the task force.
             35          (b) The speaker of the House of Representatives shall designate a member of the House
             36      of Representatives appointed under Subsection (1)(b) as a cochair of the task force.
             37          (3) A majority of the members of the task force constitute a quorum. The action of a
             38      majority of a quorum constitutes the action of the task force.
             39          (4) A non-legislative member of the task force may not receive compensation or
             40      benefits for the member's service, but may receive per diem and travel expenses in accordance
             41      with:
             42          (a) Section 63A-3-106 ;
             43          (b) Section 63A-3-107 ; and
             44          (c) rules made by the Division of Finance pursuant to Sections 63A-3-106 and
             45      63A-3-107 .
             46          (5) Salaries and expenses of a legislator who is a member of the task force shall be paid
             47      in accordance with Section 36-2-2 and Legislative Joint Rules, Title 5, Chapter 3, Expense and
             48      Mileage Reimbursement for Authorized Legislative Meetings, Special Sessions, and Veto
             49      Override Sessions.
             50          (6) The Office of Legislative Research and General Counsel shall provide staff support
             51      to the task force.
             52          Section 2. Duties -- Interim report.
             53          (1) The task force may review and make recommendations on:
             54          (a) ways to sustain and strengthen the agriculture industry as an integral part of the
             55      state's economy;
             56          (b) the loss of productive agricultural land to other uses;
             57          (c) the effect of markets and prices on agricultural production;
             58          (d) the effect of government regulations on production agriculture; and


             59          (e) any other relevant issue that affects the sustainability of the agriculture industry.
             60          (2) A final report, including any proposed legislation, shall be presented to the Natural
             61      Resources, Agriculture, and Environment Interim Committee before November 30, 2011.    
             62      Section 3. Repeal date.
             63          This bill is repealed on November 30, 2011.
