             7      LONG TITLE
             8      General Description:
             9          This bill creates the Water Issues Task Force.
             10      Highlighted Provisions:
             11          This bill:
             12          .    creates the Water Issues Task Force;
             13          .    provides for membership of the task force and compensation for members; and
             14          .    specifies duties and responsibilities of the task force.
             15      Money Appropriated in this Bill:
             16          None
             17      Other Special Clauses:
             18          This bill is repealed on November 30, 2011.

             22      Be it enacted by the Legislature of the state of Utah:
             23          Section 1. Water Issues Task Force -- Creation -- Membership -- Interim rules
             24      followed -- Compensation -- Staff.
             25          (1) There is created the Water Issues Task Force consisting of the following 13
             26      members:
             27          (a) five members of the Senate appointed by the president of the Senate, no more than


             28      four of whom may be from the same political party; and
             29          (b) eight members of the House of Representatives appointed by the speaker of the
             30      House of Representatives, no more than six of whom may be from the same political party.
             31          (2) (a) The president of the Senate shall designate a member of the Senate appointed
             32      under Subsection (1)(a) as a cochair of the task force.
             33          (b) The speaker of the House of Representatives shall designate a member of the House
             34      of Representatives appointed under Subsection (1)(b) as a cochair of the task force.
             35          (3) In conducting its business, the task force shall comply with the legislative interim
             36      rules.
             37          (4) (a) Salaries of the members of the task force shall be paid in accordance with
             38      Section 36-2-2 .
             39          (b) Notwithstanding Legislative Joint Rules, Title 5, Chapter 3, Expense and Mileage
             40      Reimbursement for Authorized Legislative Meetings, Special Sessions, and Veto Override
             41      Sessions, members of the task force shall not receive reimbursement for:
             42          (i) lodging expenses;
             43          (ii) meals;
             44          (iii) incidental expenses; or
             45          (iv) travel expenses.
             46          (5) The Office of Legislative Research and General Counsel shall provide staff support
             47      to the task force.
             48          Section 2. Duties -- Interim report.
             49          (1) The task force shall review and make recommendations on:
             50          (a) nonprofit mutual benefit corporations in state statute as they relate to mutual water
             51      companies; S. and .S
             52          (b) water development financing; S. [ and
             53          (c) other issues relating to water development
] .S

             54          (2) A final report, including any proposed legislation, shall be presented to the Natural
             55      Resources, Agriculture, and Environment Interim Committee before November 30, 2011.
             56          Section 3. Repeal date.
             57          This bill is repealed on November 30, 2011.
