8 General Description:
9 This bill modifies the membership of the Homeless Coordinating Committee by adding
10 the lieutenant governor as a member and having the lieutenant governor serve as chair
11 of the committee.
12 Highlighted Provisions:
13 This bill:
14 . provides that the membership of the Homeless Coordinating Committee shall
15 include the lieutenant governor;
16 . provides that the lieutenant governor shall serve as chair of the Homeless
17 Coordinating Committee; and
18 . makes certain technical changes.

27 Be it enacted by the Legislature of the state of Utah:
28 Section 1. Section 9-4-801 is amended to read:
29 9-4-801. Creation.
30 (1) There is created the Homeless Coordinating Committee.
31 (2) (a) The committee shall consist of:
32 (i) the lieutenant governor or the lieutenant governor's designee;
33 (ii) the state planning coordinator[
34 (iii) the state superintendent of public instruction[
35 (iv) the chair of the board of trustees of the Utah Housing Corporation[
36 designee; and
37 (v) the executive directors of the Department of Human Services, the Department of
38 Corrections, the Department of Community and Culture, the Department of Workforce
39 Services, and the Department of Health, or their designees.
40 (b) (i) The lieutenant governor shall [

42 (ii) The lieutenant governor may appoint a vice chair from among committee members,
43 who shall conduct committee meetings in the absence of the lieutenant governor.
44 (3) The governor may [
45 local governments, local housing authorities, local law enforcement agencies, and of federal
46 and private agencies and organizations concerned with the homeless, mentally ill, elderly,
47 single-parent families, substance abusers, and persons with a disability.
48 (4) (a) Except as required by Subsection (4)(b), as terms of current committee members
49 expire, the governor shall appoint each new member or reappointed member to a four-year
50 term.
51 (b) Notwithstanding the requirements of Subsection (4)(a), the governor shall, at the
52 time of appointment or reappointment, adjust the length of terms to ensure that the terms of
53 committee members are staggered so that approximately half of the committee is appointed
54 every two years.
55 (c) A person appointed under this Subsection (4) may not be appointed to serve more
56 than three consecutive terms.
57 (5) When a vacancy occurs in the membership for any reason, the replacement [

59 (6) A member may not receive compensation or benefits for the member's service, but
60 may receive per diem and travel expenses in accordance with:
61 (a) Section 63A-3-106 ;
62 (b) Section 63A-3-107 ; and
63 (c) rules made by the Division of Finance pursuant to Sections 63A-3-106 and
64 63A-3-107 .
