7 LONG TITLE
8 General Description:
9 This bill enacts uncodified language that requires a study by the Legislature's
10 Retirement and Independent Entities Interim Committee of changes in the way the state
11 provides health insurance to its employees, retirees, and their families.
12 Highlighted Provisions:
13 This bill:
14 . requires the Retirement and Independent Entities Interim Committee to study the
15 way the state provides health insurance to its employees, retirees, and their families;
16 . establishes the issues to be studied by the interim committee;
17 . requires the Retirement and Independent Entities Interim Committee to coordinate
18 its study of health insurance benefits for state employees with the study by the
19 Health System Reform Task Force of the operations of the Health Insurance
20 Exchange;
21 . requires the interim committee to consult with stake holders; and
22 . requires the Public Employees' Benefit and Insurance Program to provide assistance
23 and information to the interim committee.

27 This bill is repealed on December 30, 2011.

31 Be it enacted by the Legislature of the state of Utah:
32 Section 1. Retirement and independent entities study.
33 (1) The Legislature's Retirement and Independent Entities Interim Committee shall
34 review and make recommendations on the following issues:
35 (a) improvements to the way in which the state, local governments, and political
36 subdivisions provide health insurance to employees, retirees, and their families;
37 (b) methods to improve the quality of health care and choice of health care coverage
38 for employees, retirees, and their families;
39 (c) methods to engage an employee as an informed consumer in the health care
40 decisions made by the employee;
41 (d) methods for the state to better control state expenditures on health care; and
42 (e) optimal use of the assets and competencies of the Public Employees' Benefit and
43 Insurance Program, including:
44 (i) the type of health insurance benefits offered by the state;
45 (ii) the structure and type of contributions made by the state for employee health
46 insurance benefits;
47 (iii) the structure and risk bearing role of the Public Employees' Benefit Plan Program;
48 and
49 (iv) the relationship between the Health Insurance Exchange and the state's employee
50 health insurance benefits.
51 (2) The Legislature's Retirement and Independent Entities Interim Committee shall:
52 (a) coordinate the study required by this section with the study conducted by the Health
53 System Reform Task Force regarding the relationship of the Health Insurance Exchange and
54 health insurance benefits for state employees, retirees, and their families;
55 (b) receive input from public employees, the Department of Human Resource
56 Management, local governments, political subdivisions, and other interested stake holders; and
57 (c) on or before November 30, 2011, recommend legislation necessary to implement
58 the recommendations of the interim committee.
59 (3) The Public Employees' Benefit and Insurance Program shall provide technical
60 assistance and information to the Legislature's Retirement and Independent Entities Interim
61 Committee when requested by the interim committee.
62 Section 2. Repeal date.
63 This bill is repealed on December 30, 2011.
