             7      LONG TITLE
             8      General Description:
             9          This bill creates the Child Custody Task Force.
             10      Highlighted Provisions:
             11          This bill:
             12          .    creates a Child Custody Task Force to evaluate whether Utah's custody laws are in
             13      the best interests of children; and
             14          .    designates three members of the Senate and four members of the House of
             15      Representatives to serve on the task force.
             16      Money Appropriated in this Bill:
             17          None
             18      Other Special Clauses:
             19          This bill is repealed on November 30, 2011.

             23      Be it enacted by the Legislature of the state of Utah:
             24          Section 1. Child Custody Task Force -- Creation -- Membership -- Interim rules
             25      followed -- Staff.
             26          (1) There is created the Child Custody Task Force consisting of the following seven
             27      members:

         (a) three members of the Senate appointed by the president of the Senate, no more than
             29      two of whom may be from the same political party; and
             30          (b) four members of the House of Representatives appointed by the speaker of the
             31      House of Representatives, no more than two of whom may be from the same political party.
             32          (2) (a) The president of the Senate shall designate a member of the Senate appointed
             33      under Subsection (1)(a) as a cochair of the task force.
             34          (b) The speaker of the House of Representatives shall designate a member of the House
             35      of Representatives appointed under Subsection (1)(b) as a cochair of the task force.
             36          (3) In conducting its business, the task force shall comply with the rules of legislative
             37      interim committees.
             38          (4) Salaries and expenses of the members of the task force shall be paid in accordance
             39      with Section 36-2-2 and Legislative Joint Rules, Title 5, Chapter 3, Expense and Mileage
             40      Reimbursement for Authorized Legislative Meetings, Special Sessions, and Veto Override
             41      Sessions.
             42          (5) The Office of Legislative Research and General Counsel shall provide staff support
             43      to the task force.
             44          Section 2. Duties -- Interim report.
             45          (1) The task force shall:
             46          (a) review and make recommendations on Utah's divorce laws regarding child custody;
             47          (b) investigate methods and procedures used in other states S. [ , including joint legal
             48      custody and joint physical custody

             49          (c) investigate legislative options to ensure that Utah's laws serve the best interests of
             50      children; and
             51          (d) propose legislation for consideration during the 2012 General Session if
             52      amendment or modification of current law is in the best interests of children.
             53          (2) A final report, including any proposed legislation, shall be presented to the
             54      Judiciary Interim Committee before November 30, 2011.
             55          Section 3. Repeal date.
             56          This bill is repealed on November 30, 2011.
