8 General Description:
9 This bill amends deadlines related to the mid-year reading assessments of first, second,
10 and third grade students.
11 Highlighted Provisions:
12 This bill:
13 . amends certain deadlines for the:
14 . mid-year reading assessment of first, second, and third grade students; and
15 . parental notification requirements related to the mid-year reading assessment of
16 a first, second, or third grade student who is reading below the student's grade
17 level; and
18 . makes technical amendments.

27 Be it enacted by the Legislature of the state of Utah:
28 Section 1. Section 53A-1-606.6 is amended to read:
29 53A-1-606.6. Mid-year assessments of student reading ability -- Students reading
30 below grade level -- Report to Education Interim Committee -- Rulemaking.

32 (a) assess the reading level of a first, second, or third grade student at the midpoint of a
33 school year using multiple assessments administered pursuant to this part and pursuant to rules
34 enacted under Subsection (2);

36 first, second, or third grade student who is reading below grade level, [

41 Subsection (1)[
42 school district or charter school; and

44 may include tutoring, before and after school programs, or summer school assistance.

49 (2) In accordance with Title 63G, Chapter 3, Utah Administrative Rulemaking Act, the
50 State Board of Education shall make rules defining expected reading levels for first, second,
51 and third grades.
52 (3) On or before the November meeting of the Education Interim Committee of each
53 year, the State Board of Education shall report:
54 (a) the number of students identified as reading below grade level at the midpoint of
55 the prior school year as described in Subsection (1)[

57 (b) the number of students described in Subsection [
58 reading below grade level who received reading intervention during the prior school year.
59 (4) Nothing in this section shall be interpreted to imply that a student may, or may not
60 be advanced to the next grade level based on the student's reading ability measured in
61 accordance with this section.
