8 General Description:
9 This bill modifies the membership and duties of the Executive Residence Commission.
10 Highlighted Provisions:
11 This bill:
12 . provides definitions;
13 . expands the membership and duties of the commission;
14 . requires the commission to meet at least once a year and make any
15 recommendations to the State Building Board;
16 . requires the Division of Facilities Construction and Management to provide
17 administrative support to the commission; and
18 . makes technical changes.

27 Be it enacted by the Legislature of the state of Utah:
28 Section 1. Section 67-1-8.1 is amended to read:
29 67-1-8.1. Executive Residence Commission -- Recommendations as to use,
30 maintenance, and operation of executive residence.
31 (1) The Legislature finds and declares that:
32 (a) the state property known as the [

37 (b) the Thomas Kearns Mansion was the first building listed on the National Register
38 of Historic Places in the state.
39 (2) As used in this section:
40 (a) "Executive residence" includes the:
41 (i) Thomas Kearns Mansion;
42 (ii) Carriage House building; and
43 (iii) grounds and landscaping surrounding the Thomas Kearns Mansion and the
44 Carriage House building.
45 (b) "Commission" means the Executive Residence Commission established in this
46 section.

50 operation, maintenance, repair, rehabilitation, alteration, restoration, placement of art and
51 monuments, or adoptive use of the executive residence.
52 (b) The commission shall meet at least once a year and make any recommendations to
53 the State Building Board prior to August 1 of each year.

57 (a) three private citizens appointed by the governor, [

63 (b) three additional private citizens appointed by the governor with the following

65 (i) an interior design professional with a background in historic spaces;
66 (ii) an architect with a background in historic preservation and restoration
67 recommended by the Utah chapter of the American Institute of Architects; and
68 (iii) a landscape architect with a background and knowledge of historic properties
69 recommended by the Utah chapter of the American Society of Landscape Architects;
70 (c) the director, or director's designee, of the Division of Art and Museums;
71 (d) the director, or director's designee, of the Division of State History; and
72 (e) the executive director, or executive director's designee, of the Department of
73 Administrative Services.

75 commission members expire, the governor shall appoint each new member or reappointed
76 member to a four-year term ending on March 1.
77 (b) Notwithstanding the requirements of Subsection [
78 the time of appointment or reappointment, adjust the length of terms to ensure that the terms of
79 commission members are staggered so that approximately half of the commission is appointed
80 every two years.

84 chair or two other members of the commission may call meetings of the commission.

88 but may receive per diem and travel expenses in accordance with:

93 (9) The Division of Facilities and Construction Management shall provide the
94 administrative support to the commission.
