Rep. Dunnigan called the meeting to order at 2:04 p.m.

MOTION:    Rep. Ipson moved to approve the minutes of the January 26, 2011 meeting. The motion passed unanimously with Rep. Bird, Rep. Kiser, Rep. Last, Rep. Morley, and Rep. Wiley absent for the vote.

H.B. 196    Continuing Education Requirements for Landscape Architects (Rep. R. C. Webb)

Rep. Webb explained the bill to the committee assisted by Jay Nielson, Utah Chapter, American Society of Landscape Architects, who distributed handouts. Mark Vlasic and Troy Herold, Utah Chapter, American Society of Landscape Architects spoke in favor of the bill and responded to questions from the committee.

MOTION:    Rep. Ipson moved to transmit H.B. 196 with a favorable recommendation. The motion passed with Rep. Morley voting in opposition and Rep. Kiser and Rep. Wiley absent for the vote.


H.B. 185    Sales Information Disclosure for Commercial Real Property Transactions (Rep. G. Froerer)

MOTION:    Rep. Froerer moved to amend H.B. 185 as follows:

1.    Page 1, Lines 15 through 16 :    

             15          .    authorizes the Trust to share that information with county assessors

The motion passed unanimously with Rep. Wiley absent for the vote.

Rep. Froerer explained the bill to the committee. Lee Gardner, Salt Lake County Assessor, and Marc Johnson, Utah State Tax Commission, spoke in favor of the bill. Kyle McMullen, Commerce Real Estate Solutions, spoke against the bill.

MOTION:    Rep. Last moved to transmit H.B. 185 with a favorable recommendation. The motion passed with Rep. Biskupski voting in opposition and Rep. Morley absent for the vote.

H.B. 203    Codification of State Construction and Fire Codes (Rep. M. Morley)

This bill was not considered

H.B. 67    State Bonding Commission Bonding Authority (Rep. B. Last)

Rep. Last explained the bill to the committee.

MOTION:    Rep. Ipson moved to transmit H.B. 67 with a favorable recommendation. The motion passed unanimously with Rep. Kiser and Rep. Morley absent for the vote.



MOTION:    Rep. Pitcher moved to place H.B. 67 on the Consent Calendar. The motion passed unanimously with Rep. Kiser and Rep. Morley absent for the vote.

H.B. 225    Condominium and Community Association Amendments (Rep. G. Froerer)

This bill was not considered.

MOTION:    Rep. Brown moved to adjourn. The motion passed unanimously with Rep. Kiser and Rep. Morley absent for the vote.
