Rep. Pitcher called the meeting to order at 4:13 p.m.

MOTION:    Rep. Dunnigan moved to approve the minutes of the February 2, 2011 meeting. The motion passed unanimously with Rep. Brown, Rep. Froerer, Rep. Ipson, Rep. Morley, and Rep. Webb absent for the vote.

H.B. 79    Property and Casualty Certificate of Insurance Act (Rep. T. Kiser)

Rep. Kiser explained the bill to the committee assisted by Brett Nilsson, Buckner Co., and Brad Tibbitts, Department of Insurance. Two handouts were distributed. Chris Purcell, State Farm Insurance, and Ted Lewis, American Council of Life Insurers, spoke in favor of the bill.

MOTION:    Rep. Dunnigan moved to amend H.B. 79 as follows:

1.    Page 1, Lines 16 through 23 :    

             16          .    requires filing of forms, with exceptions;
             17          .    addresses the scope of certificates of insurance;
             18          .    requires certain language to be included in a certificate of insurance;


             19     
{       .    provides for the charging of a service fee;   }

             20          .    prohibits false and misleading practices;
             21          .    addresses notice requirements;
             22          .    provides for enforcement; and
             23          .    authorizes rulemaking.



2.    Page 3, Line 89 through Page 4, Line 91 :    

             89          Section 4. Section 31A-22-1704 is enacted to read:
             90          31A-22-1704. Scope of certificate of insurance -- Required statement

The motion passed unanimously with Rep. Morley and Rep. Wiley absent for the vote.

MOTION:    Rep. Webb moved to transmit H.B. 79 with a favorable recommendation. The motion passed unanimously with Rep. Morley absent for the vote.

S.B. 42    Regulation of Sign Companies (Sen. P. Jones) (Rep. J. Dunnigan)

Sen. Jones explained the bill to the committee assisted by Randy George, Director, Utah Sign Association, and Michael Record, President, Utah Sign Association, who distributed handouts.

MOTION:    Rep. Brown moved to transmit S.B. 42 with a favorable recommendation. The motion passed with Rep. Froerer and Rep. Webb voting in opposition and Rep. Morley absent for the vote.

H.B. 11    Inmate Health Insurance Amendments (Rep. P. Ray)

Rep. Ray explained the bill to the committee assisted by Tom Patterson, Department of Corrections. The following individuals spoke in favor of the bill:
