Rep. Pitcher called the meeting to order at 8:03 a.m.

MOTION:    Rep. Wiley moved to approve the minutes of the meeting of February 25, 2011. The motion passed unanimously with Rep. Froerer, Rep. Gibson, Rep. Last, and Rep. Morley absent for the vote.

H.B. 470    Authorized Use of a Business Name (Rep. R. Edwards)

MOTION:    Rep. Kiser moved to replace H.B. 470 with 1st Substitute H.B. 470. The motion passed unanimously with Rep. Gibson and Rep. Morley absent for the vote.

Rep. Edwards explained the changes to the bill assisted by Robert Hood, private citizen.

MOTION:    Rep. Brown moved to transmit 1st Substitute H.B. 470 with a favorable recommendation. The motion passed unanimously with Rep. Morley absent for the vote.

MOTION:    Rep. Dunnigan moved to place 1st Substitute H.B. 470 on the Consent Calendar. The motion passed unanimously with Rep. Morley absent for the vote.

S.B. 191    Workers' Compensation Coverage Waivers (Sen. K. Mayne) (Rep. T. Kiser)

Sen. Mayne explained the bill to the committee assisted by Dennis Lloyd, Workers Compensation Fund, and Alan Hennebold, Utah Labor Commission.


MOTION:    Rep. Kiser moved to transmit S.B. 191 with a favorable recommendation. The motion passed with Rep. Bird voting in opposition and Rep. Brown and Rep. Morley absent for the vote.

H.B. 423    Public School Seismic Safety Committee (Rep. L. Wiley)

Rep. Wiley explained the bill to the committee assisted by Barry Welliver, Structural Engineers Association. Roger Evans, Utah Seismic Safety Commission, spoke in favor of the bill.

MOTION:    Rep. Biskupski moved to transmit H.B. 423 with a favorable recommendation. The motion failed with Rep. Bird, Rep. Biskupski, Rep. Duckworth, Rep. Gibson, Rep. Wiley, and Rep. Pitcher voting in favor and Rep. Brown and Rep. Froerer absent for the vote.

S.B. 271    Eminent Domain Revisions (Sen. J. S. Adams) (Rep. M. Morley)

Sen. Adams explained the bill to the committee.

MOTION:    Rep. Dunnigan moved to transmit S.B. 271 with a favorable recommendation. The motion passed unanimously with Rep. Biskupski, Rep. Brown, Rep. Duckworth, and Rep. Wiley absent for the vote.

MOTION:    Rep. Morley moved to place S.B. 271 on the Consent Calendar. The motion passed unanimously with Rep. Biskupski, Rep. Brown, Rep. Duckworth, and Rep. Wiley absent for the vote.

1st Sub. H.B. 326    Trust Deed Foreclosure Changes (Rep. L. Christensen)

MOTION:    Rep. Dunnigan moved to replace 1st Substitute H.B. 326 with 2nd Substitute H.B. 326. The motion passed with Rep. Brown and Rep. Duckworth absent for the vote.

Rep. Christensen explained the changes to the bill. Grant Whitaker, Utah Housing Corporation, spoke to the bill, and Scott Simpson, Utah Credit Union Association, spoke against the bill.

MOTION:    Rep. Froerer moved to transmit 2nd Substitute H.B. 326 with a favorable recommendation. The motion failed with Rep. Froerer, Rep. Morley, Rep. Wiley, Rep. Pitcher, and Rep. Dunnigan voting in favor and Rep. Biskupski, Rep. Brown, and Rep. Duckworth absent for the vote.

MOTION:    Rep. Froerer moved to adjourn. The motion passed unanimously with Rep. Biskupski, Rep. Brown, and Rep. Duckworth absent for the vote.

Rep. Pitcher adjourned the meeting at 9:41 a.m.
