Rep. Pitcher called the meeting to order at 5:22 p.m.

1st Sub. S.B. 131    Unincorporated Business Entity Uniform Acts (Sen. L. Hillyard) (Rep. J. Dougall)

Sen Hillyard explained the bill to the committee.

MOTION:    Rep. Dunnigan moved to transmit 1st Substitute S.B. 131 with a favorable recommendation. The motion passed unanimously with Rep. Gibson, Rep. Ipson, and Rep. Last absent for the vote.

1st Sub. S.B. 70    Community Development and Renewal Agencies Amendments (Sen. C. Bramble) (Rep. B. Dee)

Sen. Bramble explained the bill to the committee. Royce Van Tassell, Utah Taxpayers Association, spoke in favor of the bill.

MOTION:    Rep. Kiser moved to transmit 1st Substitute S.B. 70 with a favorable recommendation. The motion passed unanimously with Rep. Ipson, Rep. Last, and Rep. Morley

absent for the vote.

1st Sub. S.B. 56    Office of the Property Rights Ombudsman Amendments (Sen. J. Stevenson) (Rep. B. Galvez)

Sen. Stevenson, accompanied by Brent Bateman, Office of the Property Rights Ombudsman, explained the bill to the committee.

MOTION:    Rep. Froerer moved to transmit 1st Substitute S.B. 56 with a favorable recommendation. The motion passed unanimously with Rep. Ipson and Rep. Last absent for the vote.

MOTION:    Rep. Morley moved to place 1st Sub. S.B. 56 on the Consent Calendar. The motion passed unanimously with Rep. Ipson and Rep. Last absent for the vote.

Rep. Pitcher relinquished the chair to Rep. Dunnigan.

S.B. 85    Legal Notice Amendments (Sen. S. Urquhart) (Rep. B. Daw)

Sen. Urquhart explained the bill to the committee.

3rd Sub. S.B. 129    Licensing of Physician-educators (Sen. S. Urquhart) (Rep. B. Last)

Sen. Urquhart explained the bill to the committee assisted by Dr. Richard Sperry, University of Utah Health Sciences.

MOTION:    Rep. Gibson moved to transmit 3rd Substitute S.B. 129 with a favorable recommendation. The motion passed unanimously with Rep. Pitcher absent for the vote.



MOTION:    Rep. Last moved to place 3rd Sub. S.B. 129 on the Consent Calendar. The motion passed unanimously with Rep. Pitcher absent for the vote.

2nd Sub. S.B. 100    Securities Fraud Reporting Program Act (Sen. B. McAdams) (Rep. J. Bird)
Sen. McAdams explained the bill to the committee assisted by Keith Woodwell, Utah Division of Securities. Paul Rogers, Fidelity Investments, spoke to the bill.

MOTION:    Rep. Brown moved to transmit 2nd Substitute S. B. 100 with a favorable recommendation. The motion passed with Rep. Morley voting in opposition and Rep. Pitcher absent for the vote.

1st Sub. S.B. 151    Real Estate Transactions and Securities (Sen. B. McAdams) (Rep. P. Arent)

Sen. McAdams explained the bill to the committee assisted by Keith Woodwell, Utah Division of Securities.

MOTION:    Rep. Wiley moved to transmit 1st Substitute S.B. 151 with a favorable recommendation. The motion passed with Rep. Bird, Rep. Gibson, and Rep. Morley voting in opposition and Rep. Painter absent for the vote.

MOTION:    Rep. Ipson moved to adjourn. The motion passed unanimously with Rep. Painter absent for the vote.
