Rep. Wright called the meeting to order at 2:27 p.m. and asked committee members and staff to introduce themselves.

H.B. 218    Clubs in Public Schools (Rep. S. Sandstrom)

Rep. Sandstrom introduced the bill which modifies the Student Clubs Act regarding a club's access to school facilities.

Jordan Taylor, Mt. Crest High School student, spoke in favor of the bill.

MOTION:    Rep. Wright moved to pass out H. B. 218 with a favorable recommendation. The motion passed unanimously. Rep. Powell was absent for the vote.

H.B. 195    Debt Service Obligations of a Divided School District (Rep. K. Sumsion)

Rep. Sumsion introduced the bill which modifies requirements for the imposition of a tax on property within a new district and remaining district to pay the debt service obligations of a divided school district.



The following spoke to the bill:

    Peggy Jo Kennett, Board of Education, Jordan School District

MOTION: Rep. Newbold moved to move to the next item on the agenda. The motion passed unanimously.

H.B. 50    School Termination Procedures Modifications (Rep. R. Menlove)


Rep. Menlove, assisted by Steve Carlsen, Superintendent, North Summit School District and Ron Wolf, Superintendent, Box Elder School District, introduced the bill which amends the Utah Orderly School Termination Procedures Act.

The following spoke to the bill:
    Heidi Leithead, citizen
    Kory Holdaway, Utah Education Association

Tani Downing, Director, Risk Management, spoke against the bill.

MOTION:    Rep. Wright moved to hold H.B. 50. The motion passed unanimously.

H.B. 220    Civics Education Amendments (Rep. M. Morley)

H. B. 220 was not heard.

MOTION:    Rep. Moss moved to adjourn at 3:50 p.m. The motion passed unanimously.
