Rep. Christensen called the meeting to order at 4:12 p.m.

MOTION:    Rep. Arent moved to approve the minutes of January 25, 2011. The motion passed unanimously. Rep. Newbold and Rep. Sumsion were absent for the vote.

H.B. 220    Civics Education Amendments (Rep. M. Morley)


Rep. Morley introduced the bill which modifies requirements for instruction in American history and government.

MOTION:    Rep. Wright moved to amend the bill as follows:

1.    Page 2, Line 37 :    

             37          (ii) the United States' form of government, a
  constitutional       republic.


The motion passed unanimously.

MOTION:     Rep. Sumsion moved to move on to the next item on the agenda. The motion passed unanimously. Rep. Newbold was absent for the vote.

H.J.R. 8    Joint Resolution Regarding School Supplies (Rep. K. Powell)


Rep. Powell introduced the joint resolution which proposes to amend the Utah Constitution to
modify a provision relating to the public education system.

MOTION:    Rep. Edwards moved to amend the bill as follows:

1.    Page 1, Lines 13 through 15 :    

             13          .    provide that nothing in the Education article may be construed to
{   limit   }        prohibit       a school or

             14      teacher within the public education system from
{   asking   }        inviting       a student to      {   voluntarily

             15      provide  
}
  furnish, on a voluntary basis,       school supplies for the student's own use.


2.    Page 2, Lines 33 through 34 :    

             33      Nothing in this article may be construed to
{   limit   }        prohibit       a school or teacher within the public education

             34      system from
{   asking   }        inviting       a student to      {   voluntarily provide   }        furnish, on a voluntary basis,       school supplies for the student's own use.


The motion passed unanimously. Rep. Newbold and Rep. Sumsion were absent for the vote.

MOTION:    Rep. Mathis moved to hold the bill. The motion passed unanimously. Rep. Newbold and Rep. Sumsion were absent for the vote.

H.J.R. 3    Joint Resolution Promoting Healthy and Energy Efficient Schools (Rep. M. Wheatley)

H.J.R. 3 was not considered.

MOTION:    Rep. Arent moved to adjourn at 5:15 p.m. The motion passed unanimously.
