Rep. Christensen, called the meeting to order at 2:10 p.m.
MOTION: Rep. McIff moved to approve the minutes of January 26, 2011. The motion passed unanimously. Rep. Mathis was absent for the vote.
H.J.R. 3 Joint Resolution Promoting Healthy and Energy Efficient Schools (Rep. M. Wheatley)
MOTION: Rep. Moss moved to substitute HJR 3 with 1st Substitute HJR 3. The motion passed unanimously. Rep. Newbold and Rep. Sumsion were absent for the vote.
Rep. Wheatley introduced a joint resolution which encourages the Utah State Board of Education and Utah's school districts to promote more healthy and energy efficient schools in the state.

MOTION: Rep. Newbold moved to move to the next item on the agenda.
SUBSTITUTE MOTION: Rep. Moss moved to pass out 1st Substitute HJR 3 with a favorable recommendation. Rep. Moss withdrew the motion.
The motion to move to the next item on the agenda passed unanimously. Rep. Mathis was absent for the vote.
H.J.R. 8 Joint Resolution Regarding School Supplies (Rep. K. Powell)
H.J.R. 8 was not considered.
S.B. 107 Higher Education Success Stipend Program (Sen. W. Niederhauser) (Rep. G. Hughes)
SB 107 was not considered.
