Rep. Christensen called the meeting to order at 2:15 p.m.
MOTION: Rep. Arent moved to approve the minutes of February 7, 2011. The motion passed unanimously. Rep. Hughes, Rep. McIff, Rep. Powell, Rep. Sumsion, and Rep. Wright were absent for the vote.
H.B. 92 Public Education Regional Service Centers (Rep. B. Last)
Rep. Last introduced the bill which enacts language related to regional service centers. He was assisted by Duke Mossman and Randy Johnson, directors of regional service centers.
Martell Menlove, Deputy Superintendent, Utah Office of Education, spoke to the bill.

MOTION: Rep. Powell moved to pass the bill out with a favorable recommendation.
SUBSTITUTE MOTION: Rep. Newbold moved to amend the bill as follows:

The motion failed with Rep. Eliason, Rep. Hughes, Rep. Newbold, Rep. Richardson, Rep. Sumsion, and Rep. Christensen voting in favor of the motion.
A vote was taken on Rep. Powell's motion to pass the bill out with a favorable recommendation. The motion passed with Rep. Newbold and Rep. Sumsion voting in opposition.
Rep. Christensen relinquished the chair to Rep. Wright.
H.B. 111 Full-day Kindergarten (Rep. J. Anderson)
Rep. Anderson introduced the bill which modifies the voluntary extended-day kindergarten program, with certain funding priorities.
