Rep. Chavez-Houck called the meeting to order at 12:25 p.m.

MOTION:    Rep. Hendrickson moved to approve the minutes of the February 11, 2011 meeting. The motion passed unanimously, with Rep. Cosgrove absent for the vote.

Rep. Chavez-Houck relinquished the chair to Rep. Gibson.

H.J.R. 5    Joint Rules Resolution - Legislative Ethics Commission Amendments (Rep. R. Chavez-Houck)

Rep. Chavez-Houck explained the bill to the committee. (handout)

MOTION:    Rep. Chavez-Houck moved to amend the bill as follows:

1.    Page 5, Line 148 through Page 6, Line 156 :    

             148          (3) The request shall be signed by:
{  

             149          (a) the legislator if the requestor is an individual legislator;  
}

             150          
{   (b)   }        (a)       a chair of the subcommittee or committee if the requestor is a subcommittee or

             151      committee;
             152          
{   (c)   }        (b)       the speaker of the House of Representatives if the requestor is the House of

             153      Representatives;
             154          
{   (d)   }        (c)       the president of the Senate if the requestor is the Senate;


             155
         
{   (e)   }        (d)       the majority leader of the caucus if the requestor is a majority caucus; or

             156          
{   (f)   }        (e)       the minority leader of the caucus if the requestor is a minority caucus.


The motion to amend passed unanimously.

Spoke in favor of the bill:    Dixie Huefner, Utahns for Ethical Government

MOTION:    Rep. King moved to pass the bill with a favorable recommendation. The motion failed, with Rep. Chavez-Houck, Rep. Cosgrove, Rep. Hendrickson and Rep. King voting in favor.

Rep. Chavez-Houck resumed the chair.

H.B. 294    Political Action Committee and Political Issues Committee Expenditure Revisions (Rep. T. Cosgrove)

Rep. Cosgrove explained the bill to the committee.

MOTION:    Rep. Dougall moved to adopt 1st Substitute H.B. 294. The motion passed unanimously.

Spoke to the bill:    Emily Brown, Office of Legislative Research and General Counsel
                Dixie Huefner, Utahns for Ethical Government

Rep. Hendrickson declared a conflict of interest.

MOTION:    Rep. Menlove moved to pass the bill with a favorable recommendation. The motion passed, with Rep. Dougall and Rep. Gibson voting in opposition.

MOTION:    Rep. Hendrickson moved to adjourn the meeting. The motion passed unanimously.

Rep. Chavez-Houck adjourned the meeting at 1:50 p.m.
