Rep. Powell called the meeting to order at 4:04 p.m.

MOTION:    Rep. Oda moved to approve the minutes of the January 27, 2011 meeting. The motion passed unanimously with Rep. Richardson and Rep. Sagers absent for the vote.

Rep. Powell introduced Rep. Holly Richardson, a new member to the committee from District 57. Rep. Powell announced that he has been appointed Chair and Rep. Brad Galvez appointed as Vice Chair to this committee.

S.B. 13    Per Diem and Travel Modifications (Sen. P. Knudson) (Rep. K. Powell)

Sen. Knudson explained the bill to the committee.

Spoke in favor of the bill: John Reidhead, Director, State of Utah - Division of Finance

MOTION:    Rep. Vickers moved to pass the bill with a favorable recommendation. The motion passed unanimously with Rep. Sagers absent for the vote.

S.B. 18    Election Administration by Election Officers (Sen. P. Knudson) (Rep. K. Powell)

Sen. Knudson explained the bill to the committee.

MOTION:    Rep. Oda moved to pass the bill with a favorable recommendation. The motion passed unanimously with Rep. Sagers absent for the vote.

S.B. 27    Sale of State Property (Sen. P. Knudson) (Rep. R. Greenwood)

The bill was not heard in this meeting at the request of the sponsor.

H.B. 31    Restoration of the Right to Vote and Hold Elective Office (Rep. J. Mathis)

MOTION:    Rep. Chavez-Houck moved to amend the bill as follows:

1. Page 4, Lines 92 through 94:

             92          (a) is sentenced to probation;
  or      

             93          
{   (b) is granted parole; or   }

             94          
{   (c)   }        (b)       has successfully completed the term of incarceration to which the misdemeanant


2. Page 4, Lines 104 through 106:

             104          (A) completed probation in relation to the misdemeanor;
  or      

             105          
{   (B) been granted parole in relation to the misdemeanor; or

             106          (C)  
}
  (B)       successfully completed the term of incarceration associated with the misdemeanor.


The motion to amend the bill passed unanimously with Rep. Sagers absent for the vote.

MOTION:    Rep. Greenwood moved to move to the next item on the agenda. The motion passed unanimously with Rep. Sagers absent for the vote.

H.B. 33    Election Law Revisions (Rep. R. C. Webb)

MOTION:
    Rep. Fisher moved to amend the bill as follows:

1. Page 11, Line 336 through Page 12, Line 338:

             336          (3) [(a)] Each regular general election year, the county clerk shall [make] provide
             337      by-mail voter registration forms [available] to the political parties [as provided in this
             338      Subsection (3)] in a quantity requested by the political parties
  , as needed       .


The motion to amend the bill passed unanimously with Rep. Sagers absent for the vote.

Rep. Herrod explained the bill to the committee.

MOTION:    Rep. Fisher moved to hold the bill. The motion passed with Rep. Greenwood, Rep. Vickers, and Rep. Powell voting in opposition. Rep. Sagers was absent for the vote.

H.B. 31    Restoration of the Right to Vote and Hold Elective Office (Rep. J. Mathis)


MOTION:    Rep. Galvez moved to reconsider the previous action to move on to the next agenda item for H.B. 31. The vote passed unanimously with Rep. Sagers absent for the vote.

Rep. Mathis explained the bill to the committee.

MOTION:    Rep. Greenwood moved to pass the bill with a favorable recommendation. The motion passed unanimously.

MOTION:    Rep. Vickers moved to adjourn. The motion passed unanimously.

Rep. Powell adjourned the meeting at 5:28 p.m.
