Vice Chair Galvez called the meeting to order at 2:04 p.m.
MOTION: Rep. Sagers moved to approve the minutes of the February 7, 2011 meeting. The motion passed unanimously with Rep. Chavez-Houck, Rep. Fisher and Rep. Oda absent for the vote.
H.J.R. 14 Joint Resolution Applying for an Article V Amendments Convention (Rep. B. Daw)
Rep. Daw presented the resolution to the committee, assisted by Nick Dranias, Director, Center for Constitutional Government at the Goldwater Institute. Mr. Dranias distributed three handouts to the committee.
Vice Chair Galvez asked Rep. Clark to explain his resolution to help everyone understand the differences between the two resolutions.
H.J.R. 2 Joint Resolution Applying to Congress to Call a Constitutional Convention on the Process for Repeal of Federal Laws (Rep. D. Clark)
Rep. Clark explained his resolution to the committee.
Vice Chair Galvez explained that the committee will now hear public testimony on H.J.R. 14.

MOTION: Rep. Richardson moved to pass the resolution with a favorable recommendation. The motion failed with Rep. Perry, Rep. Richardson, Rep. Vickers, Rep. Galvez and Rep. Powell voting in favor of the motion. Rep. Chavez-Houck, Rep. Fisher, Rep. Greenwood, Rep. Oda and Rep. Sagers voted in opposition to the motion.
