Vice Chair Galvez called the meeting to order at 8:03 a.m.

MOTION:    Rep. Perry moved to approve the minutes of the February 14, 2011 meeting. The motion passed unanimously with Rep. Fisher, Rep. Greenwood, Rep. Oda and Rep. Powell absent for the vote.

1st Sub. H.B. 331    Investment of Post-employment Benefits Amendments (Rep. J. Dougall)

MOTION:    Rep. Chavez-Houck moved to replace 1st Sub. H.B. 331 with 2nd Sub. H.B. 331. The motion passed unanimously with Rep. Fisher, Rep. Greenwood, Rep. Oda and Rep. Powell absent for the vote.

Rep. Dougall explained the bill to the committee.

MOTION:    Rep. Perry moved to pass the bill with a favorable recommendation. The motion passed unanimously with Rep. Oda and Rep. Powell absent for the vote.

H.C.R. 10    Taiwan Concurrent Resolution (Rep. E. Hutchings)

Rep. Perry explained the resolution to the committee.

MOTION:    Rep. Perry moved to pass the resolution with a favorable recommendation. The motion passed unanimously with Rep. Powell absent for the vote.




H.B. 143    Ballot Placement Amendments (Rep. S. Eliason)

MOTION:    Rep. Chavez-Houck moved to replace H.B. 143 with 1st Sub. H.B. 143. The motion passed unanimously with Rep. Powell absent for the vote.

Rep. Eliason explained the bill to the committee, assisted by Scott Hogensen, Utah County Clerk/Auditor's Office and Mark Thomas, Office of the Lt. Governor.

MOTION:    Rep. Greenwood moved to pass the bill with a favorable recommendation. The motion passed unanimously with Rep. Powell absent for the vote.

H.B. 176    Audit of State Budgets (Rep. L. Christensen)

MOTION:    Rep. Greenwood moved to replace H.B. 176 with 1st. Sub. H.B. 176. The motion passed unanimously with Rep. Oda, Rep. Perry and Rep. Powell absent for the vote.

Rep. Christensen explained the bill to the committee.

John Schaff, Auditor General, responded to questions from the committee.

MOTION:    Rep. Vickers moved to amend 1st. Sub. H.B. 176 as follows:

1.    Page 2, Lines 35 through 37 :    

             35          (2) The Office of Legislative Auditor General shall:
             36          (a) each year perform an audit of two
  or more       entities' appropriations, in addition to other audits

             37      performed by the Office of Legislative Auditor General, that evaluates:

MOTION:    Rep. Vickers moved to pass the bill with a favorable recommendation. The motion passed unanimously with Rep. Oda and Rep. Perry absent for the vote.

H.B. 305    Midterm Vacancies in Municipal Offices (Rep. K. Powell)

Rep. Powell explained the bill to the committee and provided and handout from the Utah League of Cities and Towns Handbook.




MOTION:
    Rep. Perry moved to pass the bill with a favorable recommendation. The motion passed with Rep. Chavez-Houck and Rep. Fisher voting in opposition. Rep. Oda was absent for the vote.


MOTION:    Rep. Perry moved to adjourn. The motion passed unanimously with Rep. Oda absent for the vote.

Vice Chair Galvez adjourned the meeting at 9:38 a.m.
