Vice Chair Galvez called the meeting to order at 4:25 p.m.
MOTION: Rep. Perry moved to approve the minutes of the February 25, 2011 meeting. The motion passed unanimously with Rep. Chavez-Houck, Rep. Oda, Rep. Richardson, and Rep. Vickers absent for the vote.
S.C.R. 9 Philo T. Farnsworth Concurrent Resolution (Sen. D. Stowell) (Rep. M. Noel)
Sen. Stowell explained the resolution to the committee.
MOTION: Rep. Oda moved to pass the resolution with a favorable recommendation. The motion passed unanimously with Rep. Vickers absent for the vote.
MOTION: Rep. Greenwood moved to place S.C.R. 9 on the Consent Calendar. The motion passed unanimously with Rep. Vickers absent for the vote.
H.B. 395 Campaign Contributions to Legislators During Session (Rep. K. Grover)
Rep. Grover presented the bill to the committee and provided a handout titled, "Campaign Donations During Session".

MOTION: Rep. Fisher moved to table the bill. The motion passed with Rep. Galvez, Rep. Greenwood, Rep. Oda and Rep. Richardson voting in opposition to the motion. Rep. Vickers was absent for the vote.
H.J.R. 37 Joint Resolution on State Spending Limitations (Rep. C. Wimmer)
Rep. Wimmer presented the resolution to the committee, assisted by Derek Monson, Sutherland Institute. Rep. Wimmer distributed 2 handouts relating to his presentation on H.J.R. 37.

MOTION: Rep. Oda moved to replace H.B. 133 with 1st Substitute H.B. 133. The motion passed unanimously.

MOTION: Rep. Powell moved to adjourn. The motion passed unanimously.
