Rep. Ray called the meeting to order at 4:08 p.m.

MOTION:    Rep. Daw moved to approve the minutes of February 7. The motion passed unanimously, with Rep. Cosgrove absent for the vote.

H.B. 161    Guardian Ad Litem Responsibilities (Rep. C. Oda)

MOTION:    Rep. Vickers moved to amend the bill as follows:


1.    Page 6, Lines 160 through 166 :    

             160          (3) The director shall ensure that each attorney guardian ad litem employed by the
             161      office:
             162          (a) represents the best interest of each client of the office in all [proceedings] venues,
             163      including:
             164          (i) court proceedings; and
             165          (ii)
  meetings to develop, review, or modify the       child and family plan      {   meetings   } with the Division of Child and Family Services      {   in

             166      accordance with Section 62A-4a-205  
}
;

The motion passed unanimously, with Rep. Daw absent for the vote.

H.B. 77    Medical Assistance Accountability (Rep. D. Clark)

MOTION:    Rep. Clark moved to replace H.B. 77 with 1st Substitute 77. The motion passed unanimously, with Rep. Cosgrove absent for the vote.

Rep. Clark presented the bill to the committee.

MOTION:    Rep. Daw moved to pass the bill with a favorable recommendation as substituted.
        The motion passed unanimously.

H.J.R. 35    Utah Mitochondrial Disease Awareness Week Joint Resolution (Rep. K. Sumsion)

Rep. Sumsion presented the resolution to the committee with the assistance of Ms. Marie Nuccitelli, Mitochondrial Awareness Group.

MOTION:    Rep. Watkins moved to pass the resolution with a favorable recommendation. The motion passed unanimously.

MOTION:    Rep. Watkins moved to place H.J.R. 35 on the Consent Calendar. The motion passed unanimously.

H.B. 174    Contracting for Medicaid Eligibility Determination Services (Rep. W. Harper)

MOTION:    Rep. Daw moved to replace H.B. 174 with 1st Substitute H.B. 174. The motion passed unanimously


MOTION:    Rep. Daw moved to amend the bill as follows:


1.    Page 2, Lines 40 through 41 :    

             40          (iii) the Primary Care Network;
{   and   }

             41          (iv) the Utah Premium Partnership
  ; and

    (v) other eligibility systems administered by the Department of Workforce Services
