MOTION: Rep. Daw moved to approve the minutes of February 23, 2011. The motion passed unanimously, with Rep. Cosgrove, and Rep. Menlove, and Rep. Watkins absent for the vote.
Rep. Ray relinquished the chair to Rep. Daw.
1st Sub. H.B. 481 Transportation of Mental Illness Patients (Rep. P. Ray)
MOTION: Rep. Ray moved to replace H.B. 481 with 1st Substitute H.B. 481. The motion passed unanimously, with Rep. Clark and Rep. Menlove absent for the vote.
Rep. Ray presented the bill to the committee.

MOTION: Rep. Menlove moved to amend the bill as follows:
