Rep. Sandstrom called the meeting to order at 2:06 p.m.

MOTION:    Rep. Hendrickson moved to approve the minutes of the January 25, 2011 meeting. The motion passed unanimously with Rep. Draxler, Rep. Noel, Rep. Painter and Rep. Wilcox absent for the vote.

S.B. 15    Surety Requirements for Mining (Sen. D. Stowell) (Rep. S. Duckworth)

Sen. Stowell explained the bill to the committee.

Spoke in favor of the bill: John Baza, Director, Utah Division of Oil, Gas, and Mining

MOTION:    Rep. Painter moved to pass the bill with a favorable recommendation. The motion passed unanimously.

MOTION:    Rep. Noel moved to place S.B. 15 on the Consent Calendar. The motion passed unanimously.

S.B. 20    Management of Water Rights Amendments (Sen. D. Stowell) (Rep. E. Vickers)

Sen. Stowell explained the bill to the committee.



Spoke in favor of the bill: Fred Finlinson, Chairman, Utah Water Coalition

MOTION:    Rep. Draxler moved to pass the bill with a favorable recommendation. The motion passed unanimously.

S.B. 26    Water Law Modifications (Sen. M. Dayton) (Rep. P. Painter)

Rep. Painter explained the bill to the committee, assisted by Boyd Clayton, Utah Division of Water Rights.
