Rep. Barrus called the meeting to order at 4:04 p.m.

MOTION:    Rep. Galvez moved to approve the minutes of the February 1, 2011 meeting. The motion passed unanimously with Rep. Hedrickson and Rep. Noel absent for the vote.

S.B. 25    Share Certificates in Water Companies (Sen. R. Okerlund) (Rep. J. Draxler)

MOTION:
    Rep. Painter moved to amend the bill as follows:

1.    Page 8, Lines 215 through 216 :    

             215          (2) On and after July 1, 2011, Subsection (1) does not apply to the replacement of a
             216      lost, destroyed, or wrongfully taken share certificate of a water company. Section
{   70A-8-709.1   }        70A-8-409.1      


2.    Page 10, Lines 290 through 291 :    



             290          (iii) beginning no later than
{   10   }        20       days after submission of the request to issue the

             291      replacement share certificate.

The motion to amend the bill passed unanimously with Rep. Noel absent for the vote.

Sen. Okerlund explained the bill to the committee, assisted by Fred Finlinson, Chairman, Utah Water Coalition.

Spoke in favor of the bill: Kent Jones, State Engineer, Utah Division of Water Rights

MOTION:    Rep. Painter moved to hold the bill. The motion passed unanimously with Rep. Mathis absent for the vote.

H.B. 68    Off-highway Vehicle Operator Responsibilities (Rep. M. Noel)

Rep. Noel explained the bill to the committee, assisted by Shannon Halverson, Office of Legislative Research.

MOTION:    Rep. Hendrickson moved to pass the bill with a favorable recommendation. The motion passed unanimously with Rep. Mathis and Rep. Painter absent for the vote.

MOTION:    Rep. Wilcox moved to adjourn. The motion passed unanimously with Rep. Mathis and Rep. Painter absent for the vote.
