Rep. Barrus called the meeting to order at 2:04 p.m.

MOTION:    Rep. Painter moved to approve the minutes of the February 2, 2011 meeting. The motion passed unanimously with Rep. Noel, Rep. Sagers, Rep. Sandstrom and Rep. Watkins absent for the vote.

MOTION:    Rep. Painter moved to approve the minutes of the February 4, 2011 meeting. The motion passed unanimously with Rep. Noel, Rep. Sagers, Rep. Sandstrom and Rep. Watkins absent for the vote.

H.B. 246    Repeal of Phosphorus Limit in Dishwashing Detergent (Rep. S. Sandstrom)

Rep. Sandstrom provided additional comments on the bill to his explanation in the previous meeting on February 4, 2011, and distributed a handout.

MOTION:    Rep. Briscoe moved to table the bill.

SUBSTITUTE
MOTION:
    Rep. Brown moved to pass the bill with a favorable recommendation. The motion failed with Rep. Brown, Rep. Hendrickson, Rep. Mathis, Rep. Noel, Rep. Painter and Rep. Sandstrom voting in favor. Rep. Barrus, Rep. Briscoe, Rep. Draxler, Rep. Galvez, Rep. Sagers and Rep. Watkins voted in opposition to the motion.

        The original motion to table the bill failed with Rep. Briscoe, Rep. Draxler, Rep. Galvez, Rep. Sagers and Rep. Watkins voting in favor of the motion.

H.B. 88    Agriculture Sustainability Task Force (Rep. J. Draxler)

Rep. Draxler explained the bill to the committee, assisted by Leonard Blackham, Commissioner, Utah Department of Agriculture and Food.

MOTION:    Rep. Watkins moved to pass the bill with a favorable recommendation. The motion passed unanimously.
