Rep. Sandstrom called the meeting to order at 8:09 a.m.

MOTION:    Rep. Hendrickson moved to approve the minutes of the February 22, 2011 meeting. The motion passed unanimously with Rep. Noel and Rep. Painter absent for the vote.

H.B. 132    Water Quality Amendments (Rep. B. Wright)

Rep. Wright introduced the bill to the committee and distributed a handout titled "The reason for HB 132".

H.B. 461    Energy Producer States' Agreement (Rep. R. Barrus)


Rep. Barrus explained the bill to the committee.

MOTION: Rep. Painter moved to amend the bill as follows:

1.    Page 2, Lines 34 through 35 :    

             34          (1) The speaker of the House shall appoint

2.    Page 2, Line 55 :
